Duties
Manages the section through subordinate team leaders, technical advisors and project teams in order to facilitate planning, solutions development, technical support, user support, service management and performance planning, work process and standards development, and problem management.
Assigns and manages multi-disciplinary project teams engaged in the planning, design, development, testing, implementation, integration, maintenance, and support of various IT solutions and services for clients.
Provides expert technical advisory services and guidance to senior management in order to plan, develop and implement improvements and innovations for Election Canada's solutions and services, to achieve corporate objectives.
Provides and manages the provision of technical advice and guidance to clients in the achievement of IT policy and / or program objectives, to build relationships, to enhance initiatives, and to promote Election Canada's awareness of any changing IT business solution conditions.
Assigns and develops individuals and groups to serve as subject matter specialists on various components of software solutions and services.
Negotiates and develops agreements with client and supplier departments / agencies on services and service levels provided, and seeks common ground to move initiatives forward.
Manages financial and human resources of the section and project teams. Allocates and prioritizes work of team leaders, including employee assignments to individual projects, evaluating progress, and assessing employee performance in meeting goals and objectives.
Chairs and facilitates project-related meetings with project sponsors, other stakeholders and vendor representatives. Chairs and participates in departmental / agency and inter-departmental / agency meetings and committees.

Our building at 30 Victoria Street in Gatineau is in the heart of downtown. It has modern facilities, with collaborative work spaces, indoor parking and several restaurants nearby.

Intent of the process
The immediate intention of this process is to staff 2 positions.
A pool of fully qualified candidates may be established to staff similar positions with varying tenures (such as indeterminate, specified period, acting or casual) of linguistic profiles of CBC / CBC or higher.

EDUCATION
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Note :
1.Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and / or experience.
They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2.Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and / or experience.
They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3.At the manager’ s discretion, an acceptable combination of education, training and / or experience may serve as an alternative to the minimum education stated above.
Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
EXPERIENCES
EXP1 : Significant experience* managing the delivery of IT services to multiple client groups.
EXP2 : Experience in human resources planning and recruitment over a minimum of two years.
EXP3 : Significant experience* managing the activities of teams, including delegating work, monitoring progress and managing employee performance over a complete performance cycle from goal setting to performance management assessment (PMAs).
EXP4 : Significant experience* in formulating AND presenting advice, analysis and recommendations on IM / IT subjects a senior audience (director or above).
EXP5 : Experience contributing to managing budget, including cost estimates and resource requirements.
Significant experience is defined to mean the depth and breadth of experience associated with having performed a broad range of duties for a period of approximately three (3) years.

ASSETS / EXPERIENCES
AEXP1 : Significant experience* in IT product lifecycle management including leading the development, maintenance and implementation off the shelf applications (COTS) and systems.
AEXP2 : Significant experience* in IT product lifecycle management including leading the development, maintenance and implementation of custom developed systems.
AEXP3 : Experience managing database management services or reporting or analytics capability.
AEXP4 : Experience in leading incident management activities.
AEXP5 : Significant experience* managing IM / IT information transformation and innovation projects and initiatives.
AEXP6 : Experience of a minimum of two years in application development life cycle and continuous process improvement with DevOps or other relevant processes.
AEXP7 : Experience in change management
AEXP8 : Experience in information technology security
Significant experience is defined to mean the depth and breadth of experience associated with having performed a broad range of duties for a period of approximately three (3) years.
