Duties
Supervises work teams and leads project teams in the planning, design, development, testing, implementation, integration, maintenance, and support of various IT solutions and services for clients.
Conducts or coordinates business analysis, feasibility studies and impact analysis of various IT solutions requirements and produces supporting technical reports and documents.
Recommends alternatives and solutions to address opportunities for service enhancements that optimize business value.
Provides specialized technical advice and guidance to management, colleagues and clients on the design, development, integration, testing, implementation and maintenance of various IT solutions, services and tools.
Conducts cost-benefit analyses, prepares reports and develops documentation. Recommends and implements improvements to work processes, standards, procedures and services.
Represents the team in meetings with managers, clients, technical staff, and suppliers in order to obtain agreement on requirements for services or the resolution of technical issues.
Leads projects and provides advisory services and functional leadership to project teams composed of technical staff and contractors, on complex technological issues affecting the development, testing, implementation, integration or maintenance of various IT solutions and services;
and manages funds allocated to projects.
Supervises and provides leadership to analysts and technicians, and ensures their ongoing professional development.

Our building at 30 Victoria Street in Gatineau is in the heart of downtown. It has modern facilities, with collaborative work spaces, indoor parking and several restaurants nearby.
There’s also a locker room, shower room and secure indoor bike space that can be accessed from outside. You can take advantage of the 300-kilometre-long bike path.
Intent of the process
The immediate intention of this process is to staff three (3) positions.
A pool of fully qualified candidates may be established to staff similar positions with varying tenures (such as indeterminate, specified period, acting or casual) and of linguistic profiles of CBC / CBC or higher.

EDUCATION
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Note :
1.Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and / or experience.
They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2.Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and / or experience.
They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3.At the manager’ s discretion, an acceptable combination of education, training and / or experience may serve as an alternative to the minimum education stated above.
Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
EXPERIENCES
EXP1 : Significant experience* in one or more of the following IT / IM disciplines :
- Infrastructure / Operations
- Application Development, Database and Data Administration.
- Security
- Telecommunications
- Project Management
- IT business line support (client relations)
- IT Analyst (Enterprise Architecture)
- Business analyst
- Geomatics
- Scrum Master
EXP2 : Significant experience* implementing IM / IT plans to achieve the objectives of the organization.
EXP3 : Experience in writing and / or presenting materials for a senior audience (manager, director or above).
Significant experience is defined to mean the depth and breadth of experience associated with having performed a broad range of duties for a period of approximately three (3) years.

AEXP7 : Experience in the design and management of telecommunications
