The Information and Analytics Governance Lead will support the Enterprise Data and Information Governance Program and the Senior Manager, by developing and implementing a comprehensive Information and Data governance framework, strategies, policies, and processes.
The Lead’s primary objective will be to ensure the accuracy, availability, integrity, and standardization of information and analytics assets while complying with regulatory requirements and industry best practices.
The Lead will support the Senior Manager and partners across various OH Portfolios to develop, implement and drive adoption of these policies ensuring organizational compliance through routine evaluation.
The Lead may oversee initiatives independently and / or collaboratively, and will contribute to the overall success of the Enterprise Data Services program ensuring specific goals, plans and initiatives are executed in support of the team’s and Ontario Health’s strategic objectives.
The ideal candidate is detail-oriented leader, possesses strong analytical skills, and has a deep understanding of Information and Data management and governance principles.
Here is what you will be doing :
Governance and Data Management Responsibilities :
In collaboration with the Senior Manager, leads in the development and implementation of a robust information, analytics and data governance framework in partnership with other OH portfolio leads, and in alignment with organizational objectives and industry best practices.
Inform the design, and lead in the documentation of governance stewardship, policies, procedures, and standards to ensure information quality, integrity, and accessibility throughout its lifecycle.
Supports the Senior Manager with the Enterprise Data and Information Subcommittee commitments
Maintains data / information governance and sponsorship / stewardship model
Collaborate with cross-functional teams to identify, classify, and inventory information assets, and establish ownership and accountability.
Collaborate with internal stakeholders to ensure Information and Data governance initiatives align with business requirements and strategic goals.
Define information stewardship and access and usage policies to ensure compliance with relevant privacy regulations.
Lead efforts to develop and maintain information and data management strategies, including information metadata , data quality processes and information delivery.
Implement information governance tools and systems, including metadata management, data lineage, and data quality tools.
Conduct risk assessments and develop strategies to mitigate information and data-related risks. Advise senior management on risks, concerns and challenges in the evolution of Data governance / management
Participate in the Data & Analytics Strategy implementation planning and execution
Evaluate information and analytics governance / management related project proposals, and provide recommendations
Stay up to date with emerging trends, technologies, and regulatory changes in the field of Information and Data governance.
Provide training and support to employees on information and data governance best practices, data handling procedures, and privacy regulations.
Serves as a subject matter expert on information and data governance with internal and external stakeholders such as the MOH, to enable collaborative data management practices and governing principles that will facilitate data sharing within and across organizations.
Leadership and Relationship Management :
Provides leadership to ensure standardized management of operations. Act as a change agent to foster a data driven culture that optimizes business results across the enterprise
Primary point of contact for Enterprise Governance business functions to all OH portfolios DxH, PHVBC, CIQP, SSPA, Regions, other teams within Strategy, Planning and Analytics
Develops relationships with colleagues within team and across the organization to understand business / operations activities, share information and provide assistance in understanding business needs.
Engages a diverse set of stakeholder groups, either to collaborate on delivery of key activities or solicit support and buy-in for operational / program activities;
organizes and / or participates in committees as required
Facilitate and lead joint design sessions with internal and external stakeholders to identify overall requirements for the data management and governance program
Works with Ministry, OH provincial portfolios, OH regions and internal and external support partners to implement data governance practices to enable Provincial Health Data Service
Act as a key interface and liaison with Managers, Directors, and Executives as well as other key internal and external stakeholders, including across Ontario Health, Canadian Institute for Health Information, and Ministry of Health to evolve and maintain data governance practices as part of Provincial Health Data Service
Active member and strategic advisor of OH’s Enterprise Data and Information Governance Subcommittee, which sets the strategic direction for governance implementation across OH
Leads the implementation of solutions to address unique or highly complex business problems, ensuring solution is thorough and practical
Prepares reports, briefings, issue notes, and presentations for a variety of audiences
Championing Ontario Health’s organizational values of inclusion, diversity and anti-racism and promoting these within the team
Build strong relationships with senior management and key internal teams including Privacy and Digital Excellence in Health
Leads ongoing discussion amongst OH portfolios to ensure data management commitments are met and risks are managed
Here is what you will need to be successful :
Education and Experience
A Masters degree in Information Management, Health Informatics, Engineering, Computer Science or a recognized equivalent is an asset, an undergraduate degree in Information Management, Health Informatics, Engineering, Computer Science or a recognized equivalent is required
7+ years of overall working experience with a minimum 2 years of experience in an information and data governance or data management role
Preferred 2 years of project management experience managing small to medium size projects
Experience leading or supporting change management or strategic data initiatives
Governance and Data Experience
In-depth knowledge of information and data governance principles, best practices, and regulatory requirements preferred
Strong knowledge of data manipulation, data management, and business intelligence concepts and tools as well as familiarity with health care data standards and methodologies to deliver on objectives or execute activities
Knowledge of provincial health privacy law is an asset
Strong understanding of Ontario’s healthcare system
Strong knowledge of provincial health data
Relevant certifications, such as Certified Data Management Professional (CDMP) or Certified Information Privacy Professional (CIPP), are a plus
Knowledge and Skills
Demonstrated experience communicating with Senior Leaders including presenting to Board Committees and Executive Teams.
Demonstrated ability to successfully execute on multiple large-scale, complex, high-risk projects, ideally within a cross-functional structure.
Strong communication and presentation skills, with ability to tailor style based on a diverse audience including executive, clinical and technical audiences
Must be passionate about leadership, organizational health, culture, values, and team development
Must be detail-oriented with strong problem solving, critical thinking, and negotiating skills
Proven ability to develop relationships with key stakeholders to establish trust, credibility, and respect
Superior ability to analyze and define problems, evaluate alternatives, find solutions, and make decisions
Excellent presentation, technical writing, facilitation, and training skills. Presents complex concepts clearly and effectively to executive level audiences
Broad understanding of changing priorities, trends, legislative requirements and / or other internal and external emerging issues and their potential impacts on goals, priorities and activities within the function and across the organization
Strong judgement skills with a results orientation focus, strategic thinking and reasoning skills involving highly complex issues and limited precedent.
Demonstrated ability to work collaboratively with diverse stakeholders, including senior management, clinicians, scientists, staff and external partners in a multi-disciplinary environment
