Overview
Reporting to the VP Mechanical Services, the Director of Integrated Procurement and Planning is responsible for the planning, organization and tactical direction of all company procurement activities, as well as the planning and management of rolling stock capacity.
You are responsible for supervising the procurement, inventory and planning teams. You oversee the efficiency of maintenance operations, through effective governance and implementing greater use of metrics by the various teams.
You ensure the implementation and optimization (see transformation) of procurement (purchasing and contracting) and planning policies, processes and procedures to ensure sound management and follow-up of the company’s strategic direction.
You are also responsible for providing leadership to the managers and professionals of the various departments in order to maximize engagement, performance and results.
You work in close collaboration with all of the organization’s senior executives and its business partners.
Responsibilities : Procurement :
Procurement :
- Directs the development and implementation of plans and programs for the supply of quality products and services in accordance with industry rules and standards and the company’s business strategy.
- Leads the development of a dashboard and the implementation of business strategies aimed at optimizing the management of suppliers and agreements, thereby obtaining better value for the products and services purchased, at the best possible cost.
- Leads the implementation of the department’s business plans and strategies to ensure that deadlines and financial and operational objectives are met, according to the dashboard.
Planning :
- Lead the operational planning process to prepare medium- and long-term fleet maintenance plans, striving to maximize equipment availability and minimize operating costs, always in line with the initiatives of the Operation Control Centre and the Network Planning and Continuous Improvement teams.
- Manage the development of further enhancements to operational planning processes, including production scheduling, resource demand planning and capacity requirements.
Management :
Lead and develop a team of managers and professionals. Coach employees in a way that encourages engagement, while providing them with the support and tools they need to meet partner needs.
Governance & BI :
- Organize the preparation and review of the Mechanical Services internal management plan, which outlines the strategic direction, mission, vision, values, objectives and areas of activity.
- Communicate and explain the Services’ achievements, plans and programs to the various levels of the organization.
- Harmonize the various instruments that support and reinforce the Services’ strategic direction.
- Ensure submission of data required to monitor KPIs and apply corrective measures where necessary.
Continuous Improvement :
- In collaboration with their team, lead and participate in the development and review of supply-chain processes and procedures to ensure their effectiveness and to reflect current market and government best practices. Requirements :
- Bachelor's degree in administration or equivalent relevant experience.
- Minimum of 10 years of experience in a senior planning, purchasing or procurement position in one or more of the following sectors : retail, manufacturing or transportation.
- Knowledge of government procurement practices.
- Expertise in / comprehensive knowledge of strategic planning and maintenance operations.
- Fluently bilingual (spoken, written) in English and French.
