POSITION : CHIEF OPERATING OFFICER (COO)

HOUR OF WORK : FULL-TIME, PERMANENT (35 HRS / WEEK)

REPORTS TO : CHIEF EXECUTIVE OFFICER (CEO)

PROGRAM

The Administration Department is responsible for the overall management of the operating, capital and financial affairs of the SȾÁUTW First Nation (TFN), and for the direct management of the day-to-day operating, delivery and administration of the Nation's policies and programs

POSITION SUMMARY : The Chief Operating Officer (COO) will oversee all operations of TFN. The COO works closely with the Chief Executive Officer (CEO) to ensure that all TFN programs, services and day-to-day operations are carried out efficiently and effectively in a respectful and ethical manner, while ensuring that all decisions and actions are in accordance with the community values and goals.

DUTIES AND RESPONSIBILITIES

  • Hiring and staffing : The COO oversees all of the HR and staffing functions of TFN. They are responsible for setting and maintaining TFN's recruitment standards, and the internal policies of the human resources department.
  • Leadership : The COO will supervise the day-to-day operation of TFN, including all departments and programs. The COO will address performance issues and acts as a coach and mentor to develop managers.
  • Enforcing and implementing TFN's standards : The COO is responsible for carrying out TFN's strategic plan.
  • Budgeting and accounts : The COO works with the Chief Financial Officer to assist Department Managers in the development, administration and monitoring of the department approved budgets.

The COO is responsible for overseeing TFN's financial operations.

  • Communications : The COO develops communication strategy for public awareness of programs and events informing community members, ensuring members understand programs, services, and opportunities offered through the Administration Office.
  • Project Management : The COO oversees project management initiatives, ensuring projects are completed on time, within scope, and aligned with business objectives.
  • Overseeing administrative functions : The COO is responsible for implementing and monitoring the operational function of TFN, which includes administrative activities.

Department managers report to the COO.

Succeeding the CEO : The COO will act as the conduit of information between the CEO and TFN. The COO is also the second-in-command at TFN, meaning that they will succeed the CEO if they aren't able to fulfill their responsibilities.

QUALIFICATIONS

EDUCATION / PROFESSIONAL REQUIREMENTS :

  • Degree in Business Administration, Public Administration or related field
  • Five (5) years experience in a senior management position, preferably in a First Nation's community or group with a background in Human Resources and Financial Management
  • Understanding of relevant legislation, policies, and procedures including the Indian Act.

  • Ability to develop and maintain policies and procedures pertaining to all aspects of TFN Band Administration
  • Ability to self-regulate, meet deadlines, and give attention to details
  • Recognize and respect all cultural diversity and understand First Nation culture and working conditions
  • Leadership & Team building - must possess a positive attitude toward work, teammates and possess the ability to motivate the team to achieve the goals set out by leadership
  • Public speaking skills along with team leadership, management skills, and social awareness
