Morrison Hershfield's Infrastructure Division provides planning, design and construction administration services for municipal infrastructure (watermain, storm, sanitary), roadway, road rehabilitation, transit / rail, bridge and related projects.
We are currently seeking a Municipal Contract Administrator to complement our Field Services team, conducting field work in the greater Toronto and surrounding area that will be out of the Markham office.
The Municipal Contract Administrator will play a lead role in the delivery of inspection services with our Municipal clients.
Due to expanding business opportunities in the local Toronto and elsewhere within the company, this position offers potential for growth in the areas of technical / professional development and project management.
At times there may be some daily travel to perform administration and inspection related duties in support of the Design Team and Engineer of Record projects.
Responsibilities :
- Conduct site meetings and issue minutes.
- Organize and control work to administer medium to large contracts
- Ensure work on contracts proceeds according to plans, procedures, contract specifications and quality
- Check contract documents and review design for obvious errors
- Approve work and progress payments
- Carry out inspection activities to ensure conformance
- Check and inspect contractor's work with drawings and related contract documents
- Conduct site surveys, confirming scope of work, obtaining relevant information, equipment and materials
- Arrange site access and conduct survey
- Compile field data in report form for review of project designer
- Prepare contract specifications, construction staging and traffic arrangement schemes
- Assess scope of work
- Monitor staff levels, coaching junior staff as required
- Manage the construction budget, act as liaison with clients and issue invoices as appropriate
- Liaise / coordinate with service providers for specialized inspections and / or testing to ensure the tasks are completed in accordance with the terms or reference, specifications or agreement
- Address contractor questions and misconceptions by working closely with superintendent and other construction staff
- Record of contractor activities in digital format.
- Accountable for confirming that work on contracts proceeds in accordance with approved design and contract specifications
- Perform work within established guidelines, procedures and practices
- Able to handle multiple assignments
Qualifications :
- Post-secondary degree or diploma in Civil Engineering or Civil Engineering Technology / Technician
- Minimum 6+ years' experience in municipal contract administratio
- Demonstrated Construction Administration experience as a Contract Administrator or equivalent of 5 or more similar Ministry of Transportation Ontario (MTO) or municipal projects with construction values of least between $5,000,000 and $15,000,000 or greater is an asset
- Either registration as a Professional Engineer with PEO or as a Technician or Technologist with O.A.C.E.T.T. with Road Construction Contract Administration (RCCA) designation, or Road Construction Senior Inspector (RCSI) with the ability to obtain (RCCA) designation.
- Prior MTO T131 Advanced Claims Dispute Resolution training is an asset
- Prior experience working in a Municipal Environment is an asset
- Knowledge and understanding of Ontario Provincial Standards and Specifications (OPSS), Ontario Provincial Standard Drawings (OPSD), Contract Documents including Agreement, General Conditions of Contracts, and Special Provisions
- Knowledge of construction survey and layout
- Knowledge of construction methods and materials
- Knowledge of the requirements of relevant legislation such as the Occupational Health and Safety act and Environmental Protection Act
- Experience working with Microsoft Office software (Word, Excel, Access)
- Experience working with MS Project or Primavera considered an asset
- Experience working with Builterra is an asset
- Excellent verbal and written communication, time management, negotiation and conflict resolution, problem solving, and organizational skills
- A valid Ontario 'G' Driver's License and access to a vehicle
