JOB SUMMARY

The Corporate Learning and Development Branch supports the City on the analysis, development and implementation of Learning and Development programs, services, initiatives and corresponding governance policies relating to Organizational Development, Corporate Learning and Corporate Talent Development that aligns with the City’s strategic plans and is implemented across the corporation, while partnering with stakeholders to develop innovative solutions to business needs.

You are responsible for managing, evaluating and improving the strategic Learning and Development programming for the City, and the development, implementation and evaluation of related plans, policies, guidelines, systems, processes and procedures.

You will ensure our programs align with the future direction of the organization while maintaining sustainable and resilient programs and initiatives that promote an empowered, engaged, inclusive, and supported workforce.

Learning and Development programming must align with corporate and City strategic plans.

You will develop leadership frameworks and create programming that is responsive and provides scalable training and development programs to meet organizational and departmental needs.

Leadership programming that provides learning paths that grow our new and future leaders to deliver on excellence and supports corporate and City strategic plans.

Ensuring ongoing research, evaluation, implementation and / or adaptation of industry best practices, trends, and existing or changing legislative and regulatory requirements.

You are accountable for developing and maintaining effective business relationships with other City managers and staff, and appropriate partners / contacts in other levels of government and private industry in order to develop various projects, transformational strategies and initiatives for the City that add value and align with business priorities.

Programs, services, projects and activities include :

  • Organizational Development : leading the development and implementation of performance and change management solutions to optimize employee engagement and support a high-performance environment that drives service excellence in alignment with City-wide business transformation strategies, initiatives and goals;
  • Corporate Learning : foster learning and employee development to drive organizational performance, productivity and goals
  • Corporate Talent Development : optimizing the entire talent lifecycle, skills enhancement, leadership development, workforce planning and succession planning

You are also responsible for managing financial and human resources (including Learning and Development contracted services), and stakeholder and partner relationships.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in human resources management, labour relations, business administration, or a related field.

Minimum of 7 years of direct human resources experience in a unionized environment, specializing in corporate Learning and Development, including the management of human and financial resources.

CERTIFICATIONS AND LICENCES

Certified Human Resources Leader (CHRL) designation is desirable

KNOWLEDGE

  • In-depth industry knowledge, including federal and provincial legislation, policies, regulations and guidelines related to human resource management in a unionized environment
  • Fundamental knowledge of organizational effectiveness principles and how they relate to organizational training and development initiatives
  • Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
  • Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation;

and psychological research methods

  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources
  • High level of expertise and understanding of multiple HR functions and their impact on the corporation, particularly in the areas of equity, diversity, inclusion and belonging, workforce planning / talent management, and talent development
  • Understanding and application of principles related to client relationship management
  • Strong problem solving skills, with a demonstrated ability to manage at both the tactical and strategic levels in a complex environment
  • A collaborative approach and an ability to partner with business leaders
  • Knowledge of organizational, governance and administrative structures within municipalities
  • Legislation, regulations, policies, standards and guidelines relevant to the work
