About Our Opportunity

The Manager of the Crown Land Information Management Centre is appointed as the Registrar of Crown Lands, a statutory position created and defined under the Crown Lands Act. This position is accountable to ensure :  the integrity and accuracy of the information maintained in the Crown lands registry; the mapping, archival storage, and retrieval of historical and digital Crown land data; the research and interpretation of current and historical records of Crown lands; the performance of the function of Registrar of Crown lands as designated under the Crown Lands Act; the conversion of paper to digital data; management of the Crown lands geographic information system and cartographic services.

As the Manager, Crown Lands Information Management Center, you will report to the Director of Surveys.

About You

The Manager requires a combination of self motivation, strong leadership and a genuine interest and determination in fulfilling the Provincial and Departmental goal in Crown land records management and Cadastre maintenance.

The ideal candidate will have extensive knowledge of surveying and real property, being an expert in the interpretation of boundary descriptions and the translation of descriptions into graphical representations. You will be current with research, archival, mapping, and geospatial technologies and how these technologies can be integrated to be self supporting and can be leveraged to increase productivity and reduce time to product delivery.

You possess exceptional communication (written and verbal), time management and organizational skills with attention to detail. You have strong problem-solving skills with a demonstrated ability in dealing with controversial issues. You are results oriented with a high level of initiative and motivation.

Certification as a Commissioned Land Surveyor recognized by CBEPS is considered an asset.

Primary Accountabilities

The Manager is responsible for :

  • Ensures that documentary and statistical information relating to all Crown lands holdings is readily available to government departments and agencies, members of the legal community and the public;
  • Analyze and interpret Crown lands documents (deeds, grants issued, survey plans, maps, benefits, burdens, etc) in consultation with department lawyer, surveyors and other land staff in resolution of Crown land property matters in regard to mapping; review title issues and claims against Crown lands and contributes to the clarification of land titles
  • Certification of various documents pursuant to various acts such as (but not exclusive) : Crown Lands Act, Evidence Act, & Wilderness Protection Act
  • Overseeing the effective management of all records and mapping pertaining to the extent of Crown lands. Verifying, updating, and reporting on changes in the Crown lands cadastre based upon disposals and acquisitions to relevant stakeholders in a timely way.
  • Effectively manages human resources.
  • Develops and maintains relationships with key stakeholders.

Qualifications and Experience

A recognized post secondary degree preferably in Surveying or Geomatics and a minimum of five years experience in legal surveying, interpretating the extent of title, real property or acceptable equivalent education and experience.

The Manager should have detailed knowledge of all legislation, regulations, standards, and policies governing land transactions in Nova Scotia including (but not limited to) the Crown Lands Act, the Land Registration Act, the Quieting Titles Act, the Land Holdings Disclosure Act, the Land Titles Clarification Act, the Land Surveyors Act, the Municipal Government Act, the Limitation of Actions Act, and the Ministerial Land Transaction Regulations created under the Court Administration Act.

Working Conditions

Typically located in a comfortable office environment with an opportunity to move about the premises. Occasionally be drive by car for site visits is required, which might require the use of protective gear such as a hard hat, safety boots, eyewear, and gloves. The position may require site visits to assess and provide opinion as to the extent of certain properties.
