About PHSA Transformation Leadership Office Leading Change, Improving Lives.

The Transformation Leadership Office supports the continuous evolution and improvement of healthcare and business services, ensuring PHSA remains at the forefront of innovation and quality.

We work across PHSA and provincially on some of the most complex and most impactful challenges. We support leaders and teams to design the healthcare system of the future and then we work alongside them to deliver the change needed to realize this.

Recent projects have included :

  • Supporting the delivery of BC Cancer’s 10 Year Action Plan with the goal of reducing the incidence of cancer and improving cancer survival, cure rates and quality of life.
  • Helping PHSA to review current models of care for those with substance use needs and identify opportunities to improve patient outcomes.
  • Working alongside government partners to improve access to Emergency Department care in smaller communities across the province.
  • Supporting the development of systematic and collaborative approaches to service planning within British Columbia.
  • Supporting the organization to address individual and systemic Indigenous specific racism by helping to operationalize anti-Indigenous racism training for all staff and improving the complaints process and our organizational approach to learning from patient experience.

The role of Project Manager is key to supporting the delivery of this transformational work and ensuring meaningful impact for PHSA’s patients.

The Project Manager, in partnership with executive leaders, will lead complex projects and ensure successful delivery . We are looking for candidates who have experience in project management and in healthcare, are flexible to working on different topics, are comfortable operating in evolving contexts, and can apply critical thinking in complex spaces.

This role does not have direct reports but is expected to coach and support junior members of the team and contribute to evolving the transformation practices we deploy.

In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies / Divisions / Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Project Manager I leads and co-ordinates all aspects of the current projects undertaken by the department. The Project Manager I ensures that the deliverables are completed on time and on budget, as identified in the project plan.

The Project Manager I identifies and tracks metrics as they relate to the project deliverables, and provides consultation, guidance and support to designated project staff, contractors and stakeholders.

As a Project Manager, you will play a crucial role in leading and executing transformational projects that shape the future of healthcare.

You will work closely with executive leaders, identify and engage with partners across the organization, and drive the execution of complex projects.

  • Establish detailed project charters, plans, and objectives to outline timelines and deliverables.
  • Execute project plans using established methodologies, ensuring coordinated completion of components.
  • Track progress, monitor risks, and report on project status and barriers.
  • Develop and monitor project budgets, ensuring adherence to best practices and resource constraints.
  • Provide leadership, mentorship, and coaching to team members, fostering a collaborative and supporting environment that offers growth and contribution.

What you bring

Qualifications

  • Master’s degree in Health Services Administration, Business Administration, or a relevant healthcare discipline.
  • Minimum of five years of recent, related experience in project management, and facilitating and managing consultation processes with a wide range of stakeholder group,.

Related experience can include experience in change management, strategy development and transformation.

  • Comprehensive knowledge of project management principles and methodologies.
  • Proven experience in budget monitoring and project plan execution.
  • Excellent communication and negotiation skills, with the ability to function within a complex interdisciplinary environment
  • Proactive and strategic thinkers who are self-motivated, organized, and able to take initiative.
  • Skilled in breaking down problems, translating complex issues, and working with ambiguity.
  • Effective communicators with strong presentation skills, experience working with senior leaders, and excellent facilitation abilities.
  • Experienced Professionals with a background in service-oriented industries, healthcare, public sector, government, and corporate transformation, and a PMP or similar certification is desirable.
  • Able to engage and collaborate with diverse stakeholders and lead teams through innovative solutions

  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have : Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Number of Positions : 2

Salary Range : $$88,990 - $127,923 / year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan.

Salary will be prorated accordingly for part time roles.
