Summary :
- Collins Aerospace is looking to hire Senior Manager - Global Trade. As the Senior Manager - Global Trade, you will be responsible for all aspects of Collins Aerospace Canada’s Global Trade Program (training, policies, processes, implementation & metrics);
- using digital technology and physical safeguards to manage transfers compliantly and efficiently; ensuring compliant transfers of physical goods and intangible items;
- sanctions and embargo compliance and addressing regulatory and policy violations to prevent recurrence and drive continuous improvement;
working with local site leadership to embed GT requirements into standard work for functional areas; managing and mitigating risks to ensure GT compliance posture is in good health.
This position requires building close working relationships and proactively working with the business value stream leaders / teams and other functional areas to provide strategic Global Trade (GT) guidance in support of business objectives / programs while maintaining compliance with all applicable GT regulations and company policies and procedures.
The successful candidate will have the opportunity to work in a high-energy, fast-paced environment, developing relationships with internal customers and collaborating with multiple business functions for success.

Primary Responsibilities :
- Manage a team of GT professionals responsible for ensuring compliance with Global Trade regulations for two locations in Canada.
- Provide leadership for global trade compliance that supports global business objectives and satisfies international legal requirements (export controls, re-export authority, sanctions and embargo compliance, imports, technical data transmission, product jurisdiction and classification, import and export licensing, import customs clearance, incoterms, free trade agreements, denied party screening, etc).
- Address regulatory and policy violations to prevent recurrence and drive continuous improvement.
- Manage all authorizations requirements under Canada’s Export Control regulations.
- Ensure all sites and operating divisions maintain processes to ensure compliance with International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC) requirements, and applicable international trade regulations.
- Act as the Designated Official and serve as the Company’s primary liaison with the Canadian Controlled Goods Directorate, Canada Border Services Agency, and other applicable government agencies relative to import and export control.
- Act with authority, integrity, and responsibility in conducting CGP security assessments, performing and maintaining security evaluations of company employees, officials, and directors.
- Play a key role during customer and government official audits and compliance visits, ensuring adequate preparation, training and communication within the Company.
- Conduct internal audits and investigations to assess the International Trade Compliance of the business unit and ensure adherence to the organization's legal and ethical obligations and international trade accords.
- Responsible for investigating allegations of non-compliance with international trade compliance laws and regulations and implementing corrective actions.
- Ensure corrective actions resulting from voluntary disclosures, self-assessment, internal or external audits, and management requests are documented, deployed, supported by evidence, and completed on time.
- Ensure adequate training is provided to all internal and external stakeholders on relevant international regulations.
- Interact with other functional areas (Program Management, Engineering, Operations, Supply Chain etc.) to develop import and export licensing strategies.
- Regularly review and validate duty drawback opportunities and trade program eligibility.
- Work closely with the internal logistics team and distributors, customs brokers and freight forwarders to establish and maintain processes to facilitate the movement of goods internationally.
- Responsible for ensuring personal and Company compliance with all federal, provincial, local, and international regulatory requirements and applicable compliance policies.
- Monitor regulatory changes that affect trade compliance and disseminate this information to affected parties within the organization.
- Perform contract review / analysis to ensure compliance with relevant trade laws and regulations.
- Coordinate security activities to ensure Collins Aerospace Systems proprietary data is protected and to prevent unauthorized access to controlled goods and / or technology.
- Conduct security assessments of employees, officers and directors and record such assessments.

BASIC QUALIFICATIONS :
- Typically requires a University Degree and typically 10 years experience in global trade or an Advanced Degree in a related field and 7 years of experience or in absence of a degree, 14 years of relevant experience.
- Successful candidate must meet all requirements under ITAR and CCGP and be eligible to work in Canada.
Preferred Qualifications :
- A Canadian Customs Broker License accreditation ( CSCB ) and / or Certified Customs Specialist designation ( CCS ), and prior hands-on experience in export and import operations.
- In-depth knowledge of government regulations including Canada’s Controlled Goods Program (CGP), Export Control List (ECL), International Traffic in Arms Regulation (ITAR), Export Administration Regulations (EAR), CAED reporting and CBSA procedures.
- Results oriented with strong decision making capacities and problem solving skills.
- Experienced manager of a team with the ability to motivate, coach and empower.
- Ability to solicit and develop cross functional cooperation.
