This position will be responsible for developing and executing the global sourcing strategy with their suppliers. As the key contact for Pharmascience suppliers, this role will oversee the management of existing supplier relationships.
The role will include acting to drive costs out of the supply chain through complex contract negotiation, collaborating with R&D to improve commercialization transition between R&D and external supply, and resolving ongoing sourcing / supply issues.
The Manager will oversee the improvement of supplier deliveries, increase sustainable cost savings, the reduction of operational costs, rebate and credit collection, obligations compliance, and dispute resolution and effectively manage risk.
The Manager will also be responsible for the following :
Scope and develop project plans for major procurement initiatives, including establishing milestones, tracking progress, and working with suppliers and internal customers to minimize costs & risk and maximise supply reliability & quality;
lead the competitive bid process, develop performance and evaluation criteria, awards contracts, and evaluate vendor performance
Oversee contract development with agreed pricing, schedules, payment terms and conditions, renewals and terminations and ensure that all agreements, contracts, amendments, etc.
are signed in a timely manner following PMS Signing Authority Policy.
Ensure quarterly business performance reviews with strategic Supply Partners, bi-annually or annually with tier 2 and 3 Supply Partners are carried out
Work closely with Sales & Marketing and Product Managers from all internal customers (Pendopharm, PMS Canada and PMS International) to ensure the most accurate demand picture is translated into Supply Plans for Supply Partners.
Continuously investigate the global market for new Supply Partners candidates and recommend inclusion / exclusion of Supply Partners as needed to ensure PMS at all times have the most optimal selection of Preferred Supply partners.
Support all financial, COGS and PPV budget process steps and be responsible for COGS reduction and PPV budgets.
Responsibilities & Duties :
- Improve supplier delivery, increase sustainable cost savings, reduce operational costs, and effectively manage risk via the design and implementation of a Supplier Performance Management framework.
- Develop and implement a supplier life cycle management framework to identify, assess, on-board, segment, manage in-life, and exit suppliers in order to build an effective supplier network.
- Design and implement standardized processes to execute, monitor, manage, ensure compliance and terminate contracts (where applicable).
- Lead the identification of additional savings and reduction of value leakage through assigned targeted contract reviews.
- Lead relationships with assigned key suppliers, ensuring fulfilment of contractual obligations and business partner requirements.
- Responsible for building, maintaining, and enhancing solid relationships with key internal stakeholders across the organization to ensure business needs are being met by assigned suppliers.
- Act as internal consultant to business owners through comprehensive understanding of supplier capabilities, market ecosystem, customer and company needs to identify opportunities to expand existing supplier relationships.
- Responsible for supporting Management in the design and implementation of supplier base health and risk mitigation governance models.
- Conduct regular risk assessments of supply partners and provide recommendations for cost optimization and risk mitigation related to procurement and inventory.
- Acts a coach / mentor to the procurement team to increase knowledge and skills within the team.
Skills, Knowledge & Abilities :
- Bachelor of Business Administration or equivalent
- Masters degree in Business Administration (an asset)
- Minimum 5 7 years experience in Procurement of products and services in the Pharmaceutical or related field.
- Demonstrated experience in Personnel Management.
- Bilingual English / French (oral and written) as the incumbent will have to speak with and read & write documentation for suppliers located outside the province of Quebec.
