This process is an "inventory," which allows you to submit your application over a period up to August 26, 2024. The evaluation of applications will be done continuously and in stages, starting with the validation of experience and education, thus making it possible to identify which candidates have experience in each of the specialties sought.

Depending on our operational needs in one of these fields of expertise, candidates with this specialization will be contacted to be formally assessed.

People who meet the essential qualifications mentioned above will be included in the pool of potential candidates.

Interested in Project Management? Do you want to be part of a multidisciplinary and dynamic team? Join the ranks of the Real Property Branch - Project Management at PSPC - Québec Region.

Level 2 Project Managers provide project management services in architecture or engineering projects entrusted to the department.

They bring into realization agreements with clients on the parameters (scope, time frame, budget) and pull together the required resources (internal and external experts from all disciplines, consultants, and contractors).

They are tasked with the planning, design, execution, implementation and assessment of assigned projects in accordance and rules of conformity and quality.

Project managers help build the Canada of tomorrow. They work on the development and transformation of office buildings, infrastructure of services for example associated with : airport or maritime transport, penitentiaries, border control, heritage works and environmental protection.

The Department of Public Services and Procurement Canada will be following the direction from the Office of the Chief Human Resource Officer on the introduction of a common hybrid work model across the federal public service.

Intent of the process

The immediate intent of this process is to staff vacant positions.

A pool of partially qualified candidates may be established and may be used to staff identical or similar positions with various tenures (determinate, indeterminate), various linguistic requirements, various security requirements and for various locations at Public Services and Procurement Canada.

This inventory will be used during the year to fill positions in various fields of specialization.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION : AR-04 :

AR-04 :

Degree* in architecture from a recognized post-secondary institution; OR

Degree* from a recognized post-secondary institution with acceptable specialization in landscape architecture.

EN-ENG-03 :

Degree* from a recognized post-secondary institution in civil engineering, electrical engineering, mechanical engineering, construction engineering or some other engineering specialty relevant to the duties of the position.

Definition :

The term "degree" refers to a bachelor's degree, as established by the appropriate educational authorities.

EXPERIENCE :

MANDATORY BASIC EXPERIENCE :

Recent* and significant experience in real property project management involving at least one (1) level of complexity and including elements such as timelines, budgets, requirements related to the scope, ties with multidisciplinary consultants, collaborators, and internal specialists.

RECENT* AND SIGNIFICANT EXPERIENCE IN AT LEAST ONE (OR POSSIBLY SEVERAL) OF THE FOLLOWING AREAS OF EXPERTISE :

1. Experience in civil engineering projects (for example : bridges, roads, water / sanitary / storm systems, sewage system).

2. Experience in building marine infrastructure (for example : wharf, breakwater, dredging, bank protection).

3. Experience in building projects (for example : exterior envelope or various building systems or office space).

4. Experience in heritage conservation projects (for example : restoration of listed / recognized buildings or structures of art).

5. Experience with secure facility projects (for example : detention facility, border crossing).

6. Experience with airport facility projects (for example : terminal, warehouse, airstrip).

7. Experience in site development projects in a natural or urban setting (for example : parking, extensive infrastructure, site remediation).

8. Experience in building or engineering projects in a northern climate.

9. Experience in projects requiring collaboration with Indigenous groups.

Definitions :

Recent is defined as experience acquired over approximately the past three (3) years from the date of response to this announcement.

Significant is defined as the complexity and diversity of work which would normally be acquired over a period of approximately seven (7) years managing aspects and stages of project delivery from project approval to closeout.

By at least one (1) level of complexity , we mean for example : high technical difficulty, high level stakeholder and media interest, stringent regulatory requirements, material challenges, Projects should be implemented in one of the areas of experience listed below.
