Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients / clients / residents and families : Reporting to the Vice President, Employee Experience, the Executive Director, People Services leads the Fraser Health Employee Experience portfolios that employees rely on and engage with frequently;

HR Consulting Services, Work Design & Compensation, Workforce Optimization & Staffing, Benefits & Employee Information, and Management Services.

The Executive Director ensures the services provided by these departments are accessible, responsive and effective for all employees and is accountable to develop and provide informed and responsive consulting services and support to operational partners on matters of employee and union relations, human resources issues;

and, development of strategic staffing initiatives and operational staffing services. Identifies need for and the review of the development of Fraser Health policies.

As a member of the Employee Experience leadership team, the Executive Director as a Senior Leadership role, reviews portfolio to ensure;

quality of service, operation within legal and contractual requirements, and alignment of People Services with Fraser Healths' strategic and operational plans including the financial mandate.

Works with senior clinical leaders to ensure utilization and work schedules in clinical operations optimizes the utilization of our health human resources.

Responsibilities Oversees identification of current and future issues, ensures the People Services portfolio is positioned to meet current and long range needs and trends that support the goals, objectives, and priorities of Fraser Health.

Leads in issue identification, planning, implementation and assessment of policies, programs, services and relationships to support a positive Fraser Health employee experience, including the management and delivery of HR services to the organization.

Partners with senior leads and executives in the planning and execution of human resource related legislation, regulations, collective agreements, compensation, benefits, policies and other directives impacting Fraser Health operations.

Reinforce partnerships across Fraser Health with leaders of clinical, operational, and support areas. Ensures that workforce planning and evaluation is based on data profiling, evidence-based, quality practice environments, and anticipates and responds to shifts in services and changes in the health care system and health human resources.

Ensures workforce optimization performance metrics are established, monitored and applicable action taken where there are shortfalls.

Oversees the partnership and development of strategic staffing initiatives and overall management functions of the staffing service, working in partnership with FH clinical leaders, Professional Practice and Human Resources.

Provides senior level oversight in the review of compensation decisions, grievances and other disputes to ensure consistency of approach, assess impact on short and long term operational and strategies, and support effective partnerships.

Oversee and provide guidance to complex organizational labour relations events such as essential service plans and strike management.

Provides leadership to foster a collaborative practice environment which supports staff involvement in decision-making to create sustainable staffing solutions and achieving role optimization.

Oversees the direction and resource requirements. Reviews and endorses financial planning and management recommendations and decisions for workforce optimization projects and portfolios.

Reviews project, program, and service requirements and resources to ensure they are appropriate and well-managed. Supports and contributes to the development and growth of staff by demonstrating leadership consistent with Fraser Health's Values, Mission and Commitments and to ensure the portfolio is well position with talent and increased responsibilities.

Oversees, approves and ensures appropriate management of operating and capital budgets. Ensures budget preparation, review and identification of remedial actions support overall operations within the approved financial mandate for the portfolio.

Oversees the development, review, implementation and interpretation of policies, standards and procedures to ensure consistency with Fraser Health's overall priorities.

Establishes organization-wide policies and strategies to ensure consistency across the Compensation, Benefits, Management Services, HR consulting, and Workforce Optimization portfolios that affect all Fraser Health employees.

Ensures programs and services support Fraser Health's contractual, legislative or regulated requirements within the overall approved financial mandate.

Identifies areas requiring attention and the risk and outcome implications. Ensures that Fraser Health's HR practices align and are consistent with Provincial mandates, guidelines and Collective Agreement interpretations.

Ensures best practices are followed and that a consistent, fair and equitable approach is undertaken in the provision of the HR Services.

Advocates for the portfolio and on behalf of its employees. Represents Fraser Health at industry and third-party meetings including developing and maintaining effective relationships within Fraser Health and externally with Union's, HEABC, MoH, and others.

Qualifications Education and Experience Masters degree in business, industrial relations, human resources management or related field plus fifteen years' recent related experience in the leadership of a similar function within a large complex organization, or an equivalent combination of education and experience.

Competencies Demonstrates the leadership practices of the Fraser Health Leadership Framework of Clear, Caring and Courageous and creates the conditions for people to succeed.

Professional / Technical Capabilities Demonstrated working knowledge of collective agreements including relevant provincial legislation and legal jurisprudence related to human resources, compensation and benefits.

Proficiency in the use of personal computers using a variety of software applications. Physical abilities to perform the duties of the position.
