Job Title : Project Manager, Facilities & Storage Programs

High level description :
The Facilities & Storage Programs (FASP) team is responsible for planning and executing multiple integrity-driven maintenance projects across the liquids pipeline system.
The Project Manager (PM) plans, and leads these projects, including the API 653 Internal Inspection & Refurbishment, Small Tanks & Pressure Vessels, and CSA Z341 Oil Storage Maintenance.
The API 653 Internal Inspection & Refurbishment is the largest program; experience with API 653 tank maintenance is considered an asset.
Specific Accountabilities :
Develop and Plan Projects
o Define scope, develop cost estimates for various stakeholders within client.
Project Controls : work closely with Field Cost Analysts and Project Controls Analyst to :
o Track project performance, update project spend profile, facilitate change order process, and approve project invoices
o Analyze and estimate schedule and budgetary risks to the project
o Ensure work orders and purchase orders are tracked and closed
o Coordinate project financial close-out
Supply Chain
o Ensure Supply Chain support for projects through preparation and award of contracts and purchase orders
o Develop, process and evaluate provider request for proposals, negotiate contract terms, and write work order requests
o Initiate material requisitions, evaluate material quotes, assist in negotiating request terms, approve purchase orders, and monitor change requests
Engineering : work closely with Project Engineer to :
o Finalize repair scope and manage engineering contractor to deliver construction packages and finalize material purchase requirements
Manage Service Providers & Internal Stakeholders
o Manage resource requirements to appropriately plan and execute projects, including but not limited to : internal support, engineering consultants and field contractors
o Coordinate out-of-service and return-to-service planning, pre-construction tasks, progress updates, deliverable reviews, and lessons-learned
Field Execution : work closely with Construction Coordinator to :
o Ensure daily and weekly plans are developed, communicated and followed
o Create outage plans, coordinate pre-construction deliverables, and establish contractor interaction and scheduling plans
o Review inspector reports, evaluate construction progress through cost and schedule tracking tools, and implement adjustments to construction activities, as required
o Evaluate project performance and communicate changes to appropriate stakeholders and / or sponsors.
Applying lessons-learned to future projects and exploring feasibility of using new technologies or techniques
Project Quality : wok closely with Quality Advisor and Construction Coordinator to :
o Ensure contractor quality plan is approved and followed
o Ensure quality issues are documented and corrected
Project Safety : work closely with Safety team to :
o Support continuous improvement of the safety culture within Programs to maintain zero recordable incidents
o Confirm contractor safety plan is submitted and approved prior to construction
o Ensure contractors are operating safely and provide immediate feedback for any deficiencies
Contacts / working relationships :
- Work closely with Project project engineer, construction coordinator, Project Controls, Safety, and Quality to achieve project goals and milestones.
- Interface with internal stakeholders, including project sponsors, Operations, Supply Chain Management, Asset Management & Risk, and Infrastructure Planning
- Manage external stakeholders : vendors, consultants, and contractors to manage scope, cost and schedule
Required :
- Experience with API 653 tank maintenance is considered an asset
- Must be a motivated self-starter who takes ownership of their work
- Works well in a fast-paced team environment
- Ability to predict obstacles, challenges and risks to proactively determine mitigation strategies and innovative solutions
- Experience in engineering, construction, and Field operations.
- Excellent oral and written communications skills
- Bachelor degree in engineering and seven or more years of progressively detailed design and / or project management and / or field engineering and management experience, depending on technical education, accreditations, and competency development.
- Valid driver's license
Working Conditions :
- Office environment with some field work required
- Scheduled travel to operating facilities, construction sites, and manufacturer's facilities (up to 25%)
