Position Summary :
The Manager, HR Business Partner is a key member of the Employee Services team, reporting to the Director of Employee Services.
This role leads a team of operationally focused HR Advisors, fostering and sustaining relationships with employees across all levels to support and align with organizational objectives and contribute to organizational effectiveness.
The Manager, HR Business Partner balances operational responsibilities with a strategic focus, acting as an employee champion and change agent to anticipate future HR needs and develop integrated solutions using a systems-thinking mindset.
The successful candidate will demonstrate leadership from the lens of values-based, transformational, and situational leadership and provide evidence of their leadership competencies.

Key Accountabilities :
Team Leadership :
- Oversee and guide a team of HR Advisors, ensuring operational excellence and alignment with organizational goals.
- Mentor, coach, develop and lead direct reports through various leadership styles, including values-based, transformational, and situational leadership.
Strategic & Operational Partnering :
- Collaborate with senior leaders to develop and implement HR strategies that support business objectives and drive organizational success.
- Balance operational duties with strategic initiatives to align HR strategies and best practices with business objectives.
Relationship Management :
- Foster and sustain relationships with employees to support and align with organizational objectives.
- Establish and maintain strong relationships based on trust and balanced with accountability to deliver results.
- Partner with leaders across the organization to understand and address business needs, ensuring HR strategies support overall business goals.
Culture and Environment :
Promote the development of a culture and environment that prioritizes physical and psychological safety, ensuring a balance between productivity and employee wellbeing.
Talent Management :
Lead talent management processes, including performance management, succession planning, and leadership development.
Change Management :
Support and drive organizational change initiatives, providing guidance and coaching to leaders and employees.
Employee and Labour Relations :
- Provide expert advice on employee and labour relations issues, ensuring compliance with labour laws, collective agreements, and organizational policies.
- Interpret collective agreements and support grievance resolution.
- Participate in collective bargaining as a member of the management team.
Employee Engagement :
- Analyze data from employee engagement surveys and exit interviews to gather insights on employee satisfaction, needs, and areas for improvement.
- Organize focus groups or one-on-one interviews to understand employee concerns and provide recommendations to senior leadership.
- Oversee existing employee engagement programs and assess their effectiveness.
Data Analysis and Reporting :
Conduct deep analysis of HR data to inform strategic decisions, identify trends, and develop long-term HR plans.
Policy Implementation :
- Ensure consistent application of HR policies and practices across the organization.
- Engage in the policy review cycle to review existing policies and propose amendments.
- Develop new HR policies identified through gap analysis and risk assessment.
Compliance :
Ensure compliance with all relevant labour laws and regulations.
Training and Development :
Identify training needs and facilitate training programs to enhance people leader skills and performance in employee relations, talent management, employee engagement, and conflict resolution.
Budget Management :
Oversee day-to-day management of operating budgets.

- Participate in HSE audits, hazard analysis, safety meetings, HSE committee meetings (as requested) and program reviews.
- Ensure the incident reporting and investigation standard is implemented and timelines achieved for reporting, notification, investigation, etc.

Qualifications, Experience, Knowledge and Skills :
The ideal candidate will be proactive, optimistic and have worked in a dynamic environment where they have experience delivering on multiple priorities and will hold the following qualifications :
- Minimum level of education : University Degree
- Preferred field of study or educational discipline : Bachelor's degree in business, Human Resources, or related discipline.
Master's degree preferred
Professional or industry-specific designation(s), licenses, and / or certificates : CPHR preferred; Workplace Investigation Certification preferred;
Facilitation Certification preferred.
- Demonstrated ability to lead and develop a team of HR professionals.
- Strong analytical skills balanced with creative thinking, with the ability to use HR data and industry trends to inform strategic decisions.
- Excellent communication and interpersonal skills, with the ability to build strong relationships with employees and leadership.
- A systems-thinking mindset and approach to understand organizational interdependencies and drive effective solutions.
Experience
- Minimum of 10 years' experience in a progressive Human Resources position, with a focus on Talent Management and Workplace Learning
- Experience leading collective agreement negotiations
- Advanced working knowledge of employment legislation, Alberta Human Rights Act, occupational health & safety legislation and relevant case law.
- Working knowledge of Insights Discovery, Crucial Conversations, Situational Leadership II, Leadership Challenge preferred
- Demonstrated ability to build and maintain effective relationships with team members and all levels of employees through intuitive business insight and personal credibility, including the ability to make recommendations and influence outcomes
- Proven experience in HR management, focusing on operational and strategic HR functions.
