Procurement Specialist
We are actively seeking Procurement Specialists. The ideal candidates are senior staffing professionals with a minimum of 5 years experience within the federal government.
Successful candidates will have the ability to work both independently and as part of a strong and dynamic team with proven experience working within the public sector within a professional services environment.
Daily Tasks and Responsibilities (not limited to)
- Completing procurement processes, including analysis, finalization of solicitation documents, creating and posting RFPs, managing questions received, discussions with stakeholders, evaluating proposals, validating security, and awarding and managing related contracts;
- Writing statements of work, project background, scope, deliverables and tasks;
- Providing advice on the effectiveness of solicitation assessment instruments and assisting in the development of proper solicitation instruments for success;
- Providing advice and interpreting complex contracting issues including procurement policies, procedures and options available;
- Performing quality assurance reviews on contracts and procurements, including terms and conditions, clauses, organizational policies, security regulations, trade agreements, selection methodology, basis of payment and evaluation criteria;
- Conducting bid evaluations using best practice methodologies, tools, and procedures;
- Coordinating and tracking information using MS suite of tools including Word, Excel, PowerPoint;
- Analyzing business requirements, identifying gaps and making recommendations to management;
- Planning, coordinating, preparing, and controlling documentation for procurement plans and processes, depending on the method of procurement;
- Monitoring the implementation and operations of the contract against established goals, objectives, and milestones;
- Developing and implementing procurement controls, monitoring contract delivery systems, continued service delivery and reporting procedures, and managing changes; and
- Attend meetings with key stakeholders to determine the scope of the project and required procurement activities.
Desired Skills and Experience (must be demonstrated in Resume / CV)
- University Degree in a related field or a Certification and an appropriate combination of experience and expertise. Preference will be given to candidates with specializations in Procurement, Contracting and related fields;
- A minimum of five (5) cumulative years at the Intermediate level or ten (10) cumulative years at the Senior level of demonstrated procurement experience and the ability to provide client references for each project identified;
- Proven experience writing and reviewing solicitation documents (RFI, RFP, RFSO, RFSA, LOI and Expressions of Interest);
- Proven experience working with Merx and Buy & Sell as well as other job posting boards;
- Knowledge of Government of Canada procurement policies and guidelines (PSPC SACC Manual, buyandsell.gc.ca and electronic procurement systems);
- A firm understanding of Trade Agreements;
- A minimum of five (5) years working with the Federal Government of Canada including departments and agencies; and
- The ability to provide copies of all Education, Certifications and Training for contract award purposes.
Security Clearance
Candidates must be eligible for a valid Government of Canada security clearance to a minimum of Level I - Enhanced Reliability.
To meet this requirement, candidates must be Canadian Citizens, having lived in Canada for a minimum of five (5) years. Candidates residing outside of Canada or those who have not resided in Canada for a minimum of five (5) years will not be given consideration.
