Purpose of Position
Accountable for managing a team of subject matter experts in the assessment of the effectiveness of credit unions’ (CUs) and Ontario-incorporated insurance companies and reciprocals’ (Insurers’) non-financial resilience (including corporate governance and enterprise-wide oversight).
Responsible for providing subject matter expertise to the development of rules and guidance, the articulation of supervisory practices, and the development and delivery of training and development activities in support of overall Credit Union and Insurance Prudential (CUIP) division.
Key Responsibilities
Manages the delivery of unit programs or services, ensuring consistency with overall section or department performance measures, standards, and best practices and integration with overall FSRA directions.
In the areas of non-financial resilience and risk governance, accountable for :
Managing senior technical leads in risk-based assessments.
Participating, as necessary, in the assessment of regulated entities using FSRA’s Risk Based Supervisory Frameworks for credit unions (CUs) and Ontario-incorporated insurance companies and reciprocals (Insurers).
Overseeing the incorporation of recovery plan assessments into broader resilience assessments.
Assisting in developing and delivering training for the Credit Union and Insurance Prudential Division.
Acting as a subject matter expert in support of the development and implementation of rules and guidance.
As part of the management team, supports FSRA leadership in formulating strategy and developing tactics and provides leadership in executing programs or services to deliver on strategy and tactics.
Works with the Director in operational planning, development and reporting on performance metrics, program effectiveness, risks and impacts related to unit and department matters.
Recommends approval of financial transactions to the Director.
Manages the unit and its staff to support an environment and culture of service excellence which respects diversity, equity and inclusivity;

Accountable for building a strong team including hiring, orienting, training and coaching of staff, determination of performance standards, conduct of performance reviews and management of performance and employee relations matters.
Supports critical change and a new collaborative, forward thinking culture within the unit, and works with others to achieve this across the section.
Promotes and supports the implementation of innovation and continuous improvement throughout the unit and department.
Leads and / or participates on projects within and outside the department to represent the unit’s interests in program or service decision making.
Develops and manages relationships and consultation with stakeholders impacted by unit programs and operations to discuss and clarify program or service-related issues and needs.
Qualifications
Education and Experience
University degree in finance, science, commerce, business, economics, law, or related field, or equivalent experience; Master’s degree and / or relevant professional designations (e.
g. FRM, CPA, CFA, CIA) are preferred.
6 - 8+ years’ experience in financial services.
5+ years’ experience in planning and managing the delivery of programs or services in supervision, regulation, policy and / or risk combined with expertise in working as a member of a large function / department.
Experience with financial institutions, specifically credit unions, banks, and insurers.
Experience in either operational and IT risk management or corporate governance or both and in the assessment the effectiveness of related practices at financial institutions.
Experience in developing and delivering training on technical subject matter to diverse audiences.
Experience with leading staff and resolving complex related issues.
Experience with leading projects.
Knowledge and Skills
Knowledge of financial institutions and financial services.
Knowledge of financial analysis techniques, and risk and controls analysis.
Knowledge of risk management practices as they apply to financial institutions.
Knowledge of current trends in supervising financial institutions as they apply to non-financial resilience, including corporate governance and enterprise-wide oversight.
Demonstrated ability to collaborate effectively within a multi-team environment.
Demonstrated ability to communicate (oral and written) effectively including while coaching and training.
Excellent analytical skills.
Leadership skills to build individual and team capabilities through direction, collaboration, feedback, and coaching.
