COMPENSATION

Up to $240,000 annually + a generous benefits package to include medical, dental, vision and 12% employer paid 401A through VOYA Financial.

SUMMARY

The Chief Financial Officer (CFO) is an essential part of the Executive Leadership Team of the Ontario International Airport Authority (OIAA), leading a multi-disciplinary Team of financial professionals in the development and execution of OIAA’s financial operations and strategies.

Reporting directly to the Chief Executive Officer, the CFO provides highly responsible and complex financial and business decision guidance.

The CFO is responsible for overseeing all financial matters pertaining to the achievement of financial objectives enabling OIAA to optimize its operating efficiency.

JOB RESPONSIBILITIES

Important and essential duties may include, but are not limited to the following :

Executive financial leader for OIAA, responsible for creating and implementing strategic financial plans and determining available financial resources to support the ongoing success of the airport

Develop and oversee OIAA’s annual operating budget, and implement a plan to track and forecast monthly expenses and revenues

Develop and administer the airport’s capital budget, supporting the Capital Improvement Program

Establish and administer the overall financial activities of the airport, including cash management, treasury, and internal controls to ensure processes and procedures are in accordance with accounting standards, laws, and regulations and OIAA’s Investment Policy.

Oversee the annual audit of OIAA’s financials, and periodic audits of OIAA’s revenue generating agreements.

Manage OIAA’s overall financial interests, capital structure and debt / equity mix, ensuring financial metrics and targets are met

Manage the development and evaluation of short- and long-term financial goals, grant administration and financial reporting

Ensure compliance with GAAP and applicable federal, state, and local regulatory laws and rules governing financial and tax reporting

Review and manage cash, grants, funds, and assets in addition to maintenance of adequate funds through cash and financial forecasts to meet outstanding and future financial commitments

Manage capital expenditures and administer the Airport Authority’s investments

Plan and manage OIAA’s debt position, including the issuance of bonds, relying as appropriate on outside advisors and underwriters.

Responsible for establishing the goals and objectives of the Finance Team consistent with OIAA’s priorities and in support of OIAA’s Strategic Plan

Establish realistic performance metrics for the finance team and individuals; measure progress toward goal accomplishment;

ensure work efforts are aligned; measure and evaluate results.

Analyze OIAA’s current and forecasted financial and operating performance; provide analysis, reports and interpretations clearly, concisely and accurately through oral and written communications to the CEO and Board of Commissioners

Ensure the CEO is kept abreast of critical issues or conditions and maintain an effective external and internal communication system among all OIAA divisions

Manage relationships with financial institutions, rating agencies, financial advisors, capital investors, federal program managers and other related stakeholders to maximize exposure and performance of OIAA’s capital project financing needs.

Review OIAA's financial statements and accounting reports for appropriateness and accuracy. Ensure the integrity of OIAA's financial reporting, including its annual financial statements and continuing disclosure.

Leadership role in the development and issuance of financing structures to support OIAA's capital demands.

Responsible for oversight of Federal Grants, Passenger Facility Charges (PFCs) and Customer Facility Charges (CFCs).

Build, lead, and motivate the Finance and Accounting staff to assure that OIAA attracts and retains highly skilled professionals

Partners with the Finance, Revenue Management and Capital Development teams to build a reliable forecast of revenue and expenses

Provide significant input into overall strategic, business, and financial plans

Review budgets submitted by OIAA Divisions and collaborate on priorities

Assure that all activities are carried out with a high level of attention to safety and security

Fosters an atmosphere of innovation in order to challenge the organization to think creatively

Identifies, prioritizes, and executes key initiatives in support of the OIAA’s Strategic Plan, including Invest in ONT , Plan for the Future and Master the Basics

Maintains positive relationships with the Authority and effectively assists with preparing and presenting Board reports and information

PROFILE OF THE IDEAL CANDIDATE

Experience with airport financial requirements, including calculation of airline rates and charges, FAA Airport Improvement Program grant assurances (e.

g., revenue diversion, self-sufficiency requirements, unjust discrimination), Transportation Security Administration requirements, federal aviation laws, FAA Airport Revenue Use Policy, Passenger Facility Charge Program regulations and requirements and Federal Securities and Exchange Commission (SEC) rules and regulations for airport debt is strongly preferred.

Comprehensive knowledge of budgeting and cash forecasting, debt and investment management; knowledge of federal tax regulations governing tax-exempt debt.

Extensive knowledge and experience of airport and industry best practices, standards, and regulations related to financial activities

Knowledge of airport management practices as applied to the analysis, evaluation, development and implementation of airport financial programs.

Extensive knowledge of the full range of business functions and systems, including strategic development, planning, budgeting, and business analysis

Collaborative and team oriented. Oriented toward and effective at partnering and building relationships with key stakeholders.

Exercise sound judgment and creativity in making decisions

Communicate effectively orally and in writing

Ability to interact effectively and courteously with employees, tenants, contractors, and the public in an international aviation environment

Extensive knowledge of federal, state, and local laws as well as the FAA and TSA

Extensive contractual experience in a commercial setting

Ability to develop and establish strong working relationships with key partners as demonstrated by the level of two-way communication and feedback

MINIMUM QUALIFICATIONS

Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position.

A Bachelor's degree from an accredited college or university with major course work in Accounting, Finance, Business Administration, Public Administration, or a related field is required.

A Master's degree is desirable.

Certified Public Accountant Licensure required

Ten (10) years of progressively responsible and recent professional financial management experience in the aviation industry, such as airports, airline or consulting, which includes experience involving budget, personnel management and interagency coordination.

A minimum of three years of this experience must be at a supervisory level.

Experience at a commercial airport and working with an appointed board or elected officials is highly desirable.

Familiarity with and work experience in the Southern California region is a plus.

LICENSES / CERTIFICATION

Certified Public Accountant

Valid Driver's License equivalent to a California Class C Driver's License.

Acceptable driving record at time of appointment and throughout employment.

Ability to pass all background / reference checks, knowledge examinations, as well as aptitude tests necessary to obtain an OIAA employee badge at ONT

This is an at-will, exempt position. Only a valid and properly executed employment agreement may alter status as an at-will employee.

Verbal contracts are not valid. The employment relationship may be terminated at the will of either party upon notice to the other.

As an at-will employee, there would not be an established property interest in continued employment with OIAA.
