Teranet Manitoba owns and operates the land titles and personal property registries as a service provider to the Government of Manitoba, Teranet Manitoba's main function is to provide certification of titles to land, maintain land records, and provide reliable information of financial interests in personal property to the public.
Teranet Manitoba consists of two registries : the Land Titles Office and the Personal Property Registry. The Land Titles Office maintains all records of land ownership and survey plans, and the Personal Property Registry maintains all registrations under Personal Property legislation.

What You’ll Be Doing
Manages a portfolio of small- to large-scale projects in Manitoba according to the standards and expectations of the corporate Enterprise Project Management Office (EPMO).
Ensures the delivery of new services, enhancements and / or upgrades is to the appropriate level or quality, on time and within budget, in accordance with approved performance standards and timeframes set out in the Balanced Scorecard and in the service agreement with the Province of Manitoba.
Monitors and controls projects, including rigorously managing project scope to ensure commitments are achieved within agreed time, cost and quality parameters.
Proposes recommendations and adjustments to the Executive Sponsor.
Ensures project risks, issues and interdependencies are identified, quantified, prioritized and managed. Establishes and maintains an issue resolution process.
Defines and tracks project milestones while developing, maintaining and reporting on the project schedule, plan, metrics, scorecards and overall status.
Acts as the communications conduit to project sponsors and senior management; regularly providing briefings and status updates.
Provides end-to-end project management for business initiatives by directly managing all aspects of the project lifecycle and working with internal and external stakeholders to oversee all project phases.
Develops and maintains all project documentation including business cases, project charters, test plans, change requests, implementation plans and budgets.
Collaborates with the Communications Manager and Organizational and Staff Development Specialist to ensure that all activities and projects are adequately trained and communicated to staff through the development of effective plans and materials.
Ensures project end results are of the highest caliber with a clearly articulated scope and quantifiable business benefit.
Is able to convey a clear link between business vision / context and the project scope and objectives. Establishes mechanisms to track benefits in the project.
Maintains each individual project’s change management plan throughout the life of the project and ensures that the change management strategies are integrated into the project plan.
Performs project assessments based on available information, lessons learned from previous projects, and meetings with stakeholders in order to support the evaluation of the feasibility of new products and services within the given assumptions and / or constraints.
Provides leadership, motivation, coaching, mentoring and professional development for project teams and other employees in order to obtain a high level of cooperation and contribution from all project members
About You
You have a minimum of 7 years of practical experience in IT application development and or support.
You have a minimum of 3 years of experience in a technical leadership role, leading, managing, supervising and coaching development teams.
You have knowledge and experience with ITIL is required.
You have formal training in project management or an equivalent combination of project management experience
You have demonstrated experience in meeting development objectives by forecasting requirements, scheduling expenditures and analyzing variances.
Experience with hiring / managing technical human resources
Demonstrated decision making skills
You have knowledge of DevOps, Agile, RAD and Cloud is an asset.
You are a strong communicator and can communicate technical information to non-technical people.
You build strong relationships within the IT team as well as the business.
You can communicate in both French and English is an asset.
You are able to travel both within Manitoba
