The Role :
As a Financial Operations Manager at CLBC, you will be responsible for delivering accurate and reliable financial forecasts, along with providing strategic advice and recommendations on the financial impacts of regional operational issues.
Reporting to the Manager of Financial Planning and Budgets, you will primarily support Service Delivery Regional Directors, Managers, and staff, while also liaising with other departments and external stakeholders as secondary clients.
You will lead a team of three, including one Financial Operations Officer and two Financial Operations Administrators.
Responsibilities include :
- Prepare and submit reliable financial forecasts, applying professional judgment to interpret and enhance data to support senior management decision-making
- Ensure timely, accurate financial record-keeping and reporting for your assigned region, with a focus on variance reconciliation and robust data analysis to maintain financial accuracy
- Engage regularly with service delivery staff and management, providing tailored financial and business planning insights to foster strong relationships and support informed decision-making on both short- and long-term implications of strategic options
- Review, consult on, and initiate improvements to workflows and procedures to alignment with organizational best practices and strengthen the accuracy, and completeness of financial forecasts and reporting
- Identify and develop process improvements to enhance regional financial operations, recommending scalable initiatives for potential provincial application to benefit the broader organization
- Teach, coach, and mentor direct reporting staff and client groups on the organization's financial reporting framework, procedures, and guidelines to ensure consistent understanding and application across teams
- Contribute strategically to special projects, committees, and working groups to drive collaborative solutions that support organizational goals
- Ensure compliance with relevant Provincial legislation, CPA Canada Public Sector Accounting Standards, and Provincial / CLBC policies and procedures
In this role, you will work collaboratively with the Financial Planning and Budgets team and the broader Finance division to support the Manager in preparing materials for review by the senior executive, the Board, Board Committees, and other stakeholders.
Qualifications :
- A Chartered Professional Accountant (CPA) accounting designation or MBA, plus 5+ years of recent related business experience
- 3+ years in analyzing and resolving budget and financial management issues, or comparable experience plus 3+ years in providing finance-based consulting services to a variety of client groups, or comparable experience
- Experience in the use of relevant software, such as MS Excel and MS Word at an Intermediate level, at minimum.
- Experience in providing direction, training, and coaching to direct reports and other people.
Hybrid work Combines on-site office work with flexibility to work from home within BC.
Location We welcome applicants from across all regions, with a preference for those near our Victoria, Nanaimo, or other Vancouver Island offices to best support our team needs.
Travel : This role requires frequent travel within the region (approximately 10% - 20%). Candidates must have a valid Class 5 driver's license and a clean Driver's Abstract.
