Salary range for the position is $116,591 to $167,600. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
How will you create an impact :
The Director Capital Project Delivery, is responsible for the following :
- Leading capital project delivery and the capital project delivery team in alignment with organizational goals, strategies, and key initiatives.
- Leading development of capital delivery plans for complex healthcare projects including advice and input for formal submissions with recommendations suitable for consideration by Senior Leadership, Board and Ministry of Health approvals.
- Providing leadership for delivery of capital projects regarding application of knowledge and expertise into design and construction for projects.
- Advising the planning and procurement strategies in alignment with organizational goals, strategies, and key initiatives.
- Providing leadership to enable incorporation of evidence-informed construction concepts into the planning capital projects and designs in support of integrated service delivery and patient-focused team-based care.
- Leading relationship and conflict management on capital project delivery, including risk assessment, quality assurance and management of escalated issues.
- Ensuring contracts comply with legislative, regulatory, and legal requirements.
- A key member of a strategic and high-functioning integrated team that effectively manages contracting strategy and creates and manages capital projects to meet the goals and objectives of the organizations, maintaining fair business practices, risk assessment and risk mitigation, maintaining master document control, and other components required in a center of contract excellence.
- Working with other internal partners in terms of educating clients about the construction process and requirements, drafting appropriate documents, and maintaining sound internal and external relations with customers, senior Leadership and government.
- In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.
What will you work on :
1.Representing the capital delivery team in relationships with Site Operations, ensuring the processes are in place for a successful continued operation during the construction period.
2.Provides leadership for development, management and monitoring for project operating and capital budgets, schedules, and key indicator requirements.
Develops clear accountability and communication channels relating to decision matrices. Resolving and escalates significant risks as required.
3.Oversee the development of negotiation and other best practice strategies to minimize maximize contract opportunities and minimize potential losses.
4.Leading the capital project delivery team, including recruitment, support, discipline and if necessary, termination of staff.
5.Provides oversight in the awarding of contracts and purchase orders including those of a confidential nature that may result in changes to existing staffing.
6.Manages and oversee planning and projects as requested from inception to completion while focusing on customer satisfaction, partner engagement, quality, commissioning, improving efficiency and reducing costs.
7.Develops and monitors an annual budget including information about performance to budget, planning and adjusting deliverables to meet projected and annual targets, approving expenditures, and fiscal reporting.
8.Monitors new developments, trends and legislation / regulation that might affect the procurement function and educate team on impact.
Reflects any such changes in contracting strategies and procurement and contract templates and supporting documents and other processes as needed.
9.Contributes to strategic leadership at all stages of contract development cycle, including planning (e.g., RFP development), risk assessment, pre-award & due diligence, award, ongoing management, and termination.
10.Provides key input into strategic communications about Capital Planning and Projects to ensure accurate and consistent messaging both internal and external to the Health Authority.
11.Acts as a liaison, to negotiate for and build consensus between provincial and organizational partners including Ministry of Health Capital Services and Clinical Operations.
12.Attends industry meetings and conferences to keep abreast of innovative practices and activities.
13.Performs other related duties as assigned.
