Director, Implementation, Slocan Site Redevelopment Project

Reporting to the Chief Project Officer, the Senior Manager, Implementation is responsible for the overall design, planning and implementation of the CW Redevelopment Project.

The Senior Manager provides leadership and management of the non-clinical aspects of the Redevelopment including project management, budget control, contract negotiation, dispute resolution and oversight of projects from design through to construction and commissioning.

The Senior Manager liaises with various levels of governments, community groups and represents the PHSA’s interests as appropriate;

supervises members of the department to ensure accountability and performance.

What you’ll do

  • Acts as a key member of the CW Redevelopment Project team and contributes to the effective management of this project by managing the delivery of approved capital projects consistent with PHSA’s long-range and strategic master plans.
  • Develops facility designs and specifications incorporating appropriate layouts, space allocations, signage, way-finding systems and equipment requirements.

Creates a financial and workforce plan for the capital projects portfolio and directs and supervises assigned staff.

Develops, plans and implements capital budgets including budget preparation, authorization control and reporting of expenditures ensuring the efficient utilization of financial resources within project objectives, plans and budgets.

Maintains accountability and authority over assigned project budgets from design through to construction and commissioning.

Allocates resources as required to ensure the effective delivery of the project.

  • Leads planning, transition and commissioning initiatives from development through to implementation and ensures an evaluation process is in place throughout the project.
  • Provides capital project leadership within a dynamic healthcare environment on all facility designs, developments and construction issues.
  • Liaises with Planning departments and community groups; negotiates and establishes requirements and approvals for projects such as development and building permits.
  • Determines staff complement of assigned department and selects, directs, supervises and evaluates staff to ensure effective performance of duties.

Manages the recruitment and professional development of employees through the formal assessment of training needs and development of training plans.

Oversees and participates in the management of human resource matters as required.

Develops, manages and controls budgets and resource allocations for related projects ensuring efficient utilization of financial resources.

Completes variance analyses of the allocated budget, reports significant problems and makes recommendations for budgetary adjustments

  • Liaises with the various external stakeholders including Hospital Foundations and universities with respect to the planning, project management, design, construction updates and reporting.
  • Updates department knowledge of current and emerging hospital design and innovations through evidence-based design concepts;

assess and responds to the impact of new design, technology and equipment and identifies opportunities to improve non-clinical services and processes.

What you bring

Qualifications

A level of education, training and experience equivalent to a Master’s Degree in a relevant discipline such as Architecture, Engineering, or Construction Administration and a minimum of seven (7) to ten (10) years of extensive experience in all phases of project planning and construction in a large complex organization, preferably in a health care environment.

Project Management Professional preferred.

Broad knowledge of the planning and construction processes associated with facilities development including design, construction and procurement within current standards, codes, bylaws and regulations.

Comprehensive knowledge of health care and relevant government procedures, standards and requirements. Advanced project management skills including demonstrated effectiveness in planning and coordinating major projects from conceptual design through construction completion.

Ability to provide leadership, guidance and direction to others including staff and contractors. Strong negotiation, interpersonal and communication skills.

Ability to use appropriate strategies to resolve conflict and build consensus between stakeholders on critical issues. Ability to anticipate and respond to changing priorities or unforeseen opportunities.

Ability to lead, guide and direct stakeholders including staff and contractors. Ability to work effectively as part of a team.

Ability to analyze and problem-solve complex issues towards creative solutions. Ability to organize and prioritize work and balance multiple activities concurrently.

Ability to productively use word processing, spreadsheet, database, and project management software. Physical ability to perform the duties of the job.

  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan : A First Nations Case Study - and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety including oversight and commitment to education strategy.
  • Collaborates with peers to ensure Indigenous-specific Anti-racism and ICSH are applied holistically through department as whole.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have : Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Salary Range : $116,591 - $167,600 / year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan.

Salary will be prorated accordingly for part time roles.
