The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act.

The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk.

This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

Summary

Reporting to the Manager Records and Data Governance, the Data Governance Specialist is instrumental in deploying and promoting the data governance program at the OSC.

This role emphasizes consistent access and use of data, enhancing the visibility of enterprise data assets, and educating business users on best practices for data management.

The role partners with other technology teams to create and implement technology solutions, ensuring the production of highly managed, governed, and trustworthy data assets that support regulatory functions.

Additionally, the Specialist plays a crucial role in shaping data governance practices and developing and executing a comprehensive data management roadmap for the organization.

The Data Governance Specialist is responsible for ensuring data quality management, which includes maintaining data accuracy, completeness, consistency, and reliability across the organization.

This involves implementing data validation and cleansing processes to uphold high-quality data standards. The role also encompasses establishing robust data security and privacy policies to protect against unauthorized access, breaches, and misuse, ensuring compliance with relevant data protection regulations.

Overseeing the entire lifecycle of data, the Specialist guides best practices for data retention, backup, and recovery, ensuring data availability and integrity.

Furthermore, the Specialist assigns and manages roles and responsibilities for data stewardship and ownership, holding data stewards accountable for data quality, security, and compliance.

Developing and maintaining a comprehensive data governance framework, including policies, procedures, and standards, the Specialist ensures alignment with organizational goals and facilitates effective decision-making related to data management.

Key Duties and Responsibilities

Data Stewardship and Ownership : Assigning roles and responsibilities for data stewardship and ownership within the organization.

Ensuring that data stewards are accountable for data quality, security, and compliance.

Data Lifecycle Management : Overseeing the entire lifecycle of data from creation and storage to archiving and deletion.

Implementing best practices for data retention, backup, and recovery to ensure data availability and integrity.

  • Data Quality Management : Ensuring data accuracy, completeness, consistency, and reliability across the organization. Implementing data validation and cleansing processes to maintain high-quality data.
  • Data Security and Privacy : Establishing policies and controls to protect data from unauthorized access, breaches, and misuse.

Ensuring compliance with relevant data protection regulations and standards.

Detailed Responsibilities

  • Developing, updating, and maintaining a comprehensive data governance framework tailored for the digital space.
  • Creating and enforcing data governance policies, procedures, and standards to ensure alignment with organizational goals and digital strategies.
  • Assigning and managing roles and responsibilities for data stewardship within the organization, collaborating with data stewards to ensure accountability for data quality, security, and compliance, and providing guidance and support on data governance practices.
  • Managing the digital data lifecycle from creation and storage to archiving and deletion, guiding best practices for data retention, backup, and recovery to ensure data availability and integrity, and regularly reviewing and updating data lifecycle management policies.
  • Monitoring and ensuring the accuracy, completeness, consistency, and reliability of digital data by implementing and overseeing data validation and cleansing processes and conducting regular data audits to identify and rectify data quality issues.
  • Educating business users on best practices for data access and usage in the digital environment, and providing ongoing support and guidance to ensure adherence to data governance standards.
  • Evaluating and implementing data governance tools and technologies suitable for managing digital data, monitoring their effectiveness, and making necessary adjustments, while staying updated on the latest trends and advancements in data governance technologies.
  • Creating and maintaining documentation for data governance processes and practices, acting as the primary owner of metadata repositories (data dictionary, business glossary) and data classification processes (identification of sensitive data) to ensure high availability and visibility of data assets across the organization.
  • Collaborating with cross-functional teams, including IT, legal, compliance, and business units, to ensure cohesive data governance practices, communicating data governance initiatives, progress, and issues to senior management and stakeholders, and participating in data governance committees and working groups to drive continuous improvement.
  • Developing and maintaining data governance metrics and dashboards to monitor performance and compliance, preparing regular reports on data governance activities, data quality, and compliance status, and identifying and addressing emerging data governance challenges and opportunities in the digital space.
  • Defining requirements and ensuring successful application through utilization of enterprise tools for delivery of Master Data Management, Data Quality, and Metadata Management, ensuring that business requirements for mastering of entities are completed in a timely manner to support platform launches and ongoing maintenance of data golden records.
  • Planning delivery cycles for Master Data Management and Data Quality product releases, ensuring alignment and support from various OSC stakeholders, and gathering requirements from stakeholders across various business groups, both technical and non-technical, to effectively identify and resolve complex data issues to ensure quality and trustworthiness of data outputs.
  • Developing, validating, and deploying data ontologies and related data syntaxes for the OSC’s data needs, and focusing on ensuring a single view of entities and the establishment of a unique entity identifier (UID) where business users can see all data points attached to a specific entity across various interaction types.
  • Leading, developing, and implementing role-based training and education across the OSC, and working to develop the organization’s knowledge and understanding of Data Governance and Data Management Practices.
  • Identifying and presenting opportunities to improve data quality and usability across all areas of the organization, performing assessments and reviews of data, and guiding business users to governed datasets when they are available.
  • Integrating business processes into core data management documentation and working to support risk identification and the resolution of associated audit concerns.

Qualifications

  • Degree in Computer Science, Library and Information Sciences, or equivalent discipline.
  • Minimum five years’ experience working on data governance projects in a cross-functional environment with multiple data sources / repositories.
  • Demonstrated experience developing requirements and working with and implementing data management products and data management best practices.
  • Experience developing requirements and working with data governance and data quality tools such as Azure Purview, Informatica, Altyryx, and Collibra Talend.
  • Ability to recommend process improvements for enterprise data management processes.
  • Seasoned self-starter who is excited by a quickly developing environment, with the ability to react to changes rapidly.
  • Proven ability to independently analyze problems and find innovative solutions.
  • Strong written and verbal communication skills including developing and delivering presentations to staff at all levels of the organization along with relationship building and influencing skills.
  • Results oriented and deadline driven, with the ability to work with a great degree of autonomy.
  • Ability to multi-task, set priorities, coordinate and schedule.
