About the Opportunity

WLFN is looking for a full-time Director of Engineering, Planning, and Public Works based in Williams Lake, BC .

Reporting to the Chief Administrative Officer, you will play a pivotal role in managing and advancing the operations and strategic goals of the Public Works Department, which encompasses Public Works, Operations and Maintenance, Housing, and Human Resources and Administration.

This position is accountable for overseeing infrastructure, community services, and capital planning, supporting WLFN’s development and long-term growth.

In this position, you will be primarily responsible for leading public works initiatives, ensuring effective maintenance and operations, and managing resources to achieve WLFN’s infrastructure and community service objectives.

More specifically, your responsibilities include but are not limited to :

  • Providing technical expertise in planning, design, and engineering standards for infrastructure projects
  • Overseeing daily operations related to water treatment, sanitation, and the maintenance of roads and other facilities
  • Developing and administering capital budgets, tracking costs, and ensuring alignment with financial objectives
  • Leading housing programs, including budget oversight, maintenance schedules, and community reporting
  • Supervising the operations team, setting standards for safety, and ensuring equipment and facilities are properly maintained
  • Managing departmental staff, supporting recruitment, performance reviews, and training in collaboration with HR
  • Administering contracts, overseeing grant applications, and ensuring regulatory compliance across all services
  • Implementing communication strategies to address community inquiries and promote service transparency
  • Supporting the development of WLFN policies and procedures, ensuring compliance and adherence by all staff
  • Fostering relationships with stakeholders, including community members, contractors, and government agencies

About You

To qualify, you will need a post-secondary degree ideally in Engineering or Planning, with 5+ years of progressive experience in public works infrastructure within a First Nations or municipal government setting, including 3+ years in a leadership role .

The following are also required :

  • Ability to undergo a criminal record check
  • Possess a valid Driver’s License and acceptable abstract, with access to a reliable, insured vehicle or eligibility to use a company vehicle

The following skills and experience will be strong assets :

  • Proven expertise in contract development, tendering, and administration for capital assets and infrastructure projects
  • Knowledge of Williams Lake First Nation traditions, culture, protocols, and community practices
  • Understanding of regulatory compliance, including ISC reporting, grant administration, Indigenous regulatory standards, and safe work practices in public works
  • Proficiency in construction and maintenance standards for essential facilities, including water, road, and drainage systems
  • Advanced skills in Microsoft Office for data management, reporting, and record-keeping
  • Knowledge of housing policies, community planning principles, and public works management
  • Ability to plan and lead community planning and public works initiatives with strategic organization
  • Skill in identifying improvement opportunities, managing tasks, and maintaining a detailed work plan
  • Demonstrated critical thinking with a proactive approach to balancing priorities and responsibilities
  • Commitment to accuracy, confidentiality, and accountability in handling complex information
