Must haves :
- 8-10 years’ business analysis experience, ideally with health-related experience
- 5-10 years' experience with projects in Agile and / or Waterfall environment.

Responsibilities :
- Translates user specifications into business requirements to build and design the new QIP system.
- Leads and conducts business analysis in order to assess business problems / opportunities and documents the business requirements.
- Develops sound processes for requirements gathering.
- Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys;
business rules definition and non-functional requirements definitions for assigned projects.
- Monitors progress, resolves problems and reports regularly to the Project Manager / Leader and stakeholders.
- Conducts requirements gathering, develops documentation, including presentations and briefing notes and conducts stakeholder engagement.
- Familiarity with Microsoft Products, with a preference for candidates that have experience with Microsoft based cloud tools.
- College / University undergraduate degree in Health, Business or related discipline from a recognized institution or equivalent experience.
- Knowledge of Healthcare system in province of Ontario.
- Experience with health system business implementation and deployment projects.
- Proven track record working with health care professionals.
- Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions.
- Experience with and / or knowledge of change management, workflow analysis and redesign, business process integration, and / or evaluation / quality improvement, preferably in the health sector.
- Working knowledge of privacy policies and legislative processes Health Protection and Promotion Act (HPPA), Freedom of Information and Protection of Privacy Act (FIPPA) and Personal Health Information Protection Act (PHIPA) and associated Health Information Custodian (HIC) requirements.
- Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.
- A team player with a track record for meeting deadlines.

- Solid foundation in eliciting Business, Privacy / Security, and technical requirements and stakeholder management : 20 Points
- Advanced communication and writing / presentation skills in order to convey requirements effectively in a language easily understood by all partners : 20 Points
- Strong experience working within an Agile and / or Waterfall environment using Azure DevOps or similar : 15 Points
- Strong written and oral communications skills. Must be able to communicate development strategy to technical and non-technical group members and communicate any issues found during development clearly : 15 Points
Deliverables
- Finalized Business Requirements Document (BRD) for new QIP System
- Include Both Functional and Non-Functional Requirements
- Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.
- User Stories - Develop and document detailed user stories, capturing requirements and defining acceptance criteria to support business goals and system functionality.
- Workshops - Design and execute a series of (2-4) in person and virtual workshops with internal and external stakeholders and subject matter experts from different backgrounds (clinical, business, technical) to validate and refine user stories, ensuring they accurately represent desired outcomes and facilitate alignment between business and technical teams.
- Interacts with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
Knowledge Transfer Details :
The Candidate will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained / consolidated.
Key deliverables will be shared with team, using an approved format.
- The Candidate must provide all related documentation as part of Knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager / director.
- The candidate will work collaboratively with the Ontario Health team throughout the assignment and ensure key deliverables, milestones, and documentation are shared.
- A walkthrough of any demos, development, etc. will be required before end of engagement, as required.
