As Senior Contracts Manager, you will be accountable for the successful end-to-end subcontract and major material supply procurement, by providing program oversight and working with operational teams to manage the associated risks and opportunities by defining highly accurate scope documents.
You will foster and leverage relationships with qualified subcontractors and vendors to ensure business and operational success.

Essential Duties & Key Accountabilities :
Lead and execute the end-to-end Procurement process, and collaborate with Procurement team to secure delivery of specified products and / or services from qualified subcontractors and vendors.
Negotiate prices and terms favorable to specific project demands.
Drive Procurement decisions for alignment with project and corporate objectives.
Approach procurement management activities from a holistic and strategic perspective to account for risk management and needs of stakeholders.
Leverage company programs and initiatives to contribute to corporate goals and enhance bottom line earnings.
Secure new, update and validate subcontractor and vendor pre-qualifications, including financial statement analysis and reference verifications to make bid or contract recommendations.
Develop and / or manage the Procurement Schedule for multiple projects, including balancing procurement activity with subcontractors and vendors.
Manage the bid process, establish project bidding procedures, and prepare documentation, pre-qualification, and approval of bid lists.
Engage with Operations to create general and special conditions, quality management, lean initiatives, business ethics, safety requirements, and scope of work for each project to ensure that scope, schedule, and ESG, insurance and bonding requirements are clearly defined for bidders.
Develop comprehensive understanding of the Prime Contract to ensure tender documents and subcontracts comply with relevant requirements.
Oversee project-specific receipt of bids and bid recording sheet development and execution.
Participate in the development and implementation of project and corporate ESG strategy.
Examine plans and specifications for deficiencies, construction issues, and technical questions; escalate findings for resolution.
Conduct scope review meetings with competitive bidders to confirm bidders’ compliance with scope requirements, alternates, unit pricing, labor, schedule, logistics plan, and ESG, insurance and bonding requirements, and other project-specific requirements.
Engage in negotiations of scope, price, and subcontract terms through subcontract award with qualified subcontractors and vendors.
Prepare bid levelling spreadsheet to ensure a comprehensive and fair bid analysis.
Issue recommendations for approval of subcontractors and vendors awards to client and / or project team.
Oversee process and / or prepare and issue subcontracts and follow up for timely execution of subcontract, receipt of Certificates of Insurance (COI), Payment and Performance (P&P) bonds (if required), and other project specific items.
Guide Project Teams on compliance with procurement policy and procedures.
In conjunction with Project Teams, develop, execute, and monitor Risk Management Plans.
Work with Operations to resolve issues related to subcontractor disputes, failures, claims, liens, surety issues and related matters.
Collaborate with Project Development Managers to develop bid strategies that position Clark Builders to win work.
Foster teamwork, open communications, and collaboration across departments.
Develop and mentor Procurement staff in Procurement policies and procedures.
Manage Procurement team members as assigned, providing development, coaching and performance appraisals.
Some travel within Western and Northern Canada will be required
Qualifications, Skills & Knowledge :
A post-secondary certificate / degree in engineering or the equivalent of a designated Professional Engineer or a technical school graduate in a construction-related discipline.
Minimum of 10 years of construction or related experience
A progressive elevation of positions to gain the required preconstruction, construction, project management and estimating experience
Skilled in risk analysis scenarios related to contract awards
Skilled in Procurement policies, practices, and processes
Ability to read, understand, and interpret contract documents, drawings, specifications, scopes of work and project schedule
Knowledgeable of contractual language, indemnity, insurance, and company policies
Familiar with accounting processes and practices
Ability to manage communications with stakeholders to inform of decisions
Ability to conduct negotiations and influence outcomes
Demonstrate leadership from within, teamwork, and relationship building skills
Supervisory or management experience is an asset
Work in a non-structured environment with multiple project teams, and flexibility to re-prioritize responsibilities as needed
Demonstrate analytical thinking, good judgment, and problem-solving skills
Attention to detail and organizational skills
Proficient computer skills, database application skills, Microsoft suite of applications, and collaboration tools
Familiarity with SAP is a plus
