We are looking for a Senior Developer / Analyst to contribute to the development, sustainment and enhancement of the Construction Research Centre’s IM / IT Microsoft cloud platforms and related applications.

We are looking for a creative and detail-oriented individual to join our Information Systems team, bringing complementary skills and experience to the team as we modernize our IT systems to support an expanding scope of digital platforms, tools and content in the Construction Research Centre, including Codes Canada, National Master Specifications and the Canadian Construction Material Centre.
The successful candidate is someone who can be counted on to :
- Seek out new ideas and technologies to achieve our business requirements.
- Provide technical leadership in designing, developing and enhancing data models, applications, portal pages, automation flows and related Microsoft cloud tools and resources, including Power Platform and Azure.
- Author or contribute to technical requirements and concept of operations documentation for new and existing solutions, and support security risk assessment processes as needed.
- Support implementation and enhancement of data exchanges and data conversions with other systems, including Oracle and an XML content management system.
- Share knowledge with and learn from other Information Systems specialists working with other IT systems and tools.

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates :
Education
Bachelor degree in Computer Science or a related discipline from a recognized University or a Technical College diploma in Computer Science or a related field.
An equivalent combination of education and direct experience may be considered.
Power Platform or Azure related certifications may be considered an asset.

Experience
- Significant experience in development and deployment of solutions using .NET, SharePoint and Power Platform (PowerApps, Power Pages, PowerAutomate, Dataverse).
- Significant experience working with Visual Studio (or similar), and Azure DevOps / VSTS or Jira.
- Experience with SQL or similar databases and data tools.
- Experience with Javascript, CSS and C#.
- Experience with Azure platform services such as AD B2C, Logic Apps, Service Bus, App Service, API Management and related.
- Experience with data analytics and visualization tools such as Power BI, may be considered an asset.
- Experience with data exchange tools and techniques, such as ETL tool, APIs, SSIS, may be considered an asset.
- Experience with XML and JSON may be considered an asset.
- Experience using Git code repositories may be considered an asset.

Candidates will be assessed on the basis of the following criteria :
Technical Competencies
- Ability to review business requirements / user stories and set up or utilize appropriate Pipelines and Code Repositories using Microsoft Azure DevOps (or similar) to support development cycles.
- Significant knowledge working with Power Platform, including development of Power Pages (formerly Portals), PowerApps (Canvas and Model-Driven Apps), Dataverse data models, and Power Automate flows, including the use of Power Platform supported coding and queries (, FetchXML), using Visual Studio as needed.
- Knowledge of Azure platform services, such as AD B2C, Logic Apps, Service Bus, App Service, API Management and related, and an aptitude for building further knowledge and experience with Azure services to support emerging NRC digital construction requirements.
- Solid ability to develop code using Visual Studio or similar.
- Ability to apply basic project management practices and principles to challenges and situations.
- Solid knowledge of software development methodologies, such as Agile, Scrum and / or LEAN, leveraging Azure DevOps (or similar);
this includes Application Lifecyle Management (ALM) best practices for Microsoft cloud platform solutions.
Understanding of Microsoft Power Platform and Azure security and access management concepts (, AD B2C, Entra) and how to configure them in collaboration with NRC Information Technology and Security teams.

Compensation
From $89,548 to $112,660 per annum.
An incumbent occupying a position within the CS Group is currently entitled to receive a terminable allowance of $212 per month.
