Reports To : Senior Director, Sourcing & Tendering
Position Summary : The Bilingual Sourcing & Tendering Specialist reports to the Senior Director of Sourcing and Tendering and is accountable for procurement decisions for their spend categories.
Main responsibilities involve a wide variety of duties including, but not limited to; the management of end-to-end competitive events or RF(x)s such as formal request for information, request for tenders, request for proposals, request for quotations are in compliance with internal policy, guidelines and / or processes on a Canada-wide scale;
ensuring goods and services are acquired through a fair, ethical, and transparent process from qualified vendors.
Responsibilities :
Support for internal and external stakeholders
- Management and execution of the end-to-end Sourcing & Tendering Process from development of the opportunity strategy.
- Facilitation of processes, guiding stakeholders effectively through planning, timelines, evaluation of bid submissions.
- Build and perform financial / technical RF(x) requirements and lead evaluations on eventual RF(x) submissions.
- Compliance monitor & manage risk and compliance with procurement policies and processes.
- Ongoing learning - stay abreast of key market trends, vendor economics, and best practices in sourcing and innovation.
- Participates in regular cadences with stakeholders (Operations, Operations Services, Corporate) to review reports, analytics, identification of sourcing opportunities to drive maximum value for the organization, etc.
- Display a Passion for the success of the procurement operating model.
- Liaise with internal and external stakeholders within the various stages of the sourcing process, including :
- Evaluation on Proposals / Bids with analysis,
- Acquiring approvals
- Initiative updates
Tendering and Vendor Relations
- Managing the vendor selection strategy (RFI, RFP, RFQ and RFT) for specific projects under defined timelines while ensuring quantifiable results / savings.
- Multi residential Categories currently envisioned may be but not limited to :
- Capital Project initiatives.
- Building Structural Balcony, Bricks, Asphalt Paving, etc.
- Energy Management, Elevators, Life & Safety, Mechanical, Electrical
- Renovations, interior / exterior
- Equipment
- Other High Rise Residential Capital & Maintenance categories
- Manufactured Housing Communities, site services
- Operational Initiatives
- Repair & Maintenance
- Facilities Management
- Build strategic relations with all other stakeholders to ensure scope is created accurately and timelines are agreed upon.
- Assist with entry of Capital projects procurement criteria into Capex Tracker (Power BI).
- Build and publish RF(x) using the Ariba sourcing module.
- Provide procure to pay details for handoff on approvals, contract and / or PO creation.
- Responsible for reporting on all noncompliance (internal and external) procurement related issues.
- Address vendor inquiries throughout the Sourcing & Tendering lifecycle.
- Has the ability for Contract drafting and negotiating with supply and service agreements as well as construction related contracts.
Where required, work with Legal to finalize agreements.

Qualifications :
- College diploma or University degree in Accounting, Business, Supply Chain or a related field.
- Five or more years of related procurement experience.
- Bilingual in English and French is required (written and spoken).
- Diploma or Certified Supply Chain Management Professional (CSCMP) equivalent or in progress is an asset.
- Strong analytical and problem solving skills.
- Excellent communication skills both written and verbal.
- Strong abilities and experience in negotiations.
- Ability to work under tight deadlines, multitask, and prioritizing for greatest impact.
- Must have strong working knowledge of Microsoft suite of tools including Excel, Powerpoint.
- Experience with SAP, Ariba or a similar Source to Pay platforms is considered an asset.
- Experience in Facility Management, real estate, construction categories considered a strong asset.
- Open minded, fast learner and a strong work ethic is crucial.
