Key Accountabilities :

  • Research existing and new aeronautical information related regulations, standards and best practices, and recommend strategies to increase or maintain compliance.
  • Assess the operational impact to AIM processes and AIM product users from planned or proposed changes.
  • Draft AIM-related policies, procedures and, occasionally staff instructions.
  • Provide guidance on the application of AIM-related Canadian regulations, ICAO SARPs and provisions, NAV CANADA processes and industry best practices to AIM management and other NAV CANADA departments which include, but are not limited to, Customer and Commercial relations, ATS Standards, Technology and ATS Learning.
  • Collaborate with TC and relevant organizations to determine the application of Canadian regulations including cases where it appears the regulation does not cover a specific scenario.
  • Collaborate with TC to propose changes to Transport Canada documents, manuals and advisory material to support the delivery of the Aeronautical Information Service (AIS) in accordance with CAR 803.

01 and ensure understanding by relevant stakeholders (such as airport and aircraft operators, third party procedure designers, etc.).

  • Assess the compliance of AIM processes, work instructions and products to applicable regulations, standards and practices and whether they meet the industry’s needs.
  • Provide subject matter expertise to and participate in regulatory, industry and international working groups and produce written reports summarizing key discussions and identifying potential impacts on NAV CANADA’s processes or interests.
  • Collaborate with Transport Canada and industry to establish the requirements for data sets to be collected for the effective delivery of the AIS.

Job Requirements

Education :

  • Successful completion of secondary school or equivalency and;
  • Possessing or having possessed a Canadian Airline Transport Pilot License (ATPL) or military equivalent.

Experience :

  • Experience using NAV CANADA AIS products in flight operations in the past 5 years.
  • Experience using in flight operations of third-party products based on Canadian aeronautical information / data such as but not limited to Electronic Flight Bags or Foreflight.
  • Experience flying commercially (or military) within Canada.
  • Experience in IFR and VFR flight operations at controlled and uncontrolled sites in Canada or abroad.

Knowledge :

  • In depth knowledge of Parts III, VI and VIII of the Canadian Aviation Regulations and associated Standards pertaining to Aeronautical Information.
  • In depth knowledge of ICAO Annexes 4, 11, 14 and 15 and of the Procedures for Air Navigation Services as it relates to AIM (PANS-AIM), as well as sound knowledge of the ICAO operational requirements for information concerning aerodrome facilities and services.
  • Knowledge of the Canadian NOTAM system, including RSC NOTAM as associated regulations, of airspace classes, designations and usage.
  • Knowledge of the Canadian Aeronautical Information Services system and operational use of AIS / AIM printed and electronic products.
  • Familiarity with Navigation database providers and data integrators (data houses) requirements.
  • Familiarity with TP312 aerodrome standards and with the Canadian Advisory Circular and Aerodrome Safety Circular system.

  • Ability to apply critical thinking and work through problems when no or few guidelines exist.
  • Ability to accurately identify a problem and derive a solution.
  • Ability to research and understand regulations, standards, industry requirements and best practices and to identify interdependencies between them.
  • Ability to communicate complex information to support management decision making and Transport Canada’s understanding of NAV CANADA’s processes and business requirements.
  • Ability to deliver briefings and provide explanations to staff and management on subjects related to AIM regulation, standards, processes and requirements and impact of changes to those.

  • Prolonged periods of concentration and analysis during regulatory and industry meetings and forums while taking notes.
  • Occasional travel inside and outside of Canada.
  • Occasional extended hours of work.
