This role will be a key leader in implementing strategies that modernize operations, drive environmental sustainability initiatives and support systems change.
Reporting to the Program Manager of Sustainability, the Project Manager plays a critical role in transitioning the City of Toronto fleet to sustainable, climate resilient, carbon neutral operations, specifically the delivery and installation of the critical infrastructure required to transition to a zero emission fleet.

With the largest municipal fleet in Canada and one of the most complex fleets in North America, the City of Toronto relies on the Fleet Services Division to provide responsive, efficient fleet management services to City divisions, agencies and corporations that maximize safety and environmental sustainability.
What you'll do
As a Project Manager your duties will include, but not be limited to :
- Provide leadership and oversight of assigned projects and initiatives ensuring efficient, effective, and timely delivery and alignment with the overall program direction and objectives.
- Provide leadership and guidance for continuous improvement, innovation, and efficiencies in formulating and implementing project plans, guidelines, standards, processes and procedures for effective management, budgeting, forecasting, internal financial and contract controls.
- Support and motivate a diverse workforce, ensuring effective teamwork, and high standards of work quality and organizational performance, resolving administrative and operational program and project issues, and promoting continuous learning and innovation to advance the Fleet and corporate strategic initiatives and projects.
- Prepares and oversees required documentation through the duration of a project and sub-projects, including but not limited to master service agreements, strategic sourcing requests, project status reports, and project performance updates as required.
- Builds and maintains relationships with program and project team members, senior management, and various internal and external stakeholders.
- Establishes and maintains a variety of information data sets to support project implementation including Key Performance Indicators (KPl), recommendations for improvement to existing projects, operating procedures, policies, services and increase contract performance.
- Manages and directly conducts ongoing research (qualitative and quantitative) into assigned areas, including working with confidential information related to policy, staffing, job roles and budgetary changes and produces reports that take into account developments within the field, City policies and practices, legislation and initiatives by other levels of government.
- Develops budget estimates, human resource estimates and future projections based on research and communication with multiple stakeholders.
- Represents Fleet Services on various committees and working groups.
- Conducts site visits, field studies and analyzes collected and available data to determine trends and make recommendations.
- Assists in communicating information across the client and stakeholder groups.
- Assists in the design, development, and facilitation of policies, procedures, and processes.
- Liaises with members of the public, contractors, consultants, City stakeholders, and elected officials to address and resolve issues.
What you'll need to succeed in this role
Key Qualifications :
- Post-secondary education in Environmental Studies, Public Administration / Policy, Engineering, or a relevant discipline or equivalent combination of education and / or experience.
- Considerable project management experience, stewarding complex initiatives from inception through to implementation with minimal direction, while balancing internal and external stakeholder interests, and resolving conflicts.
Experience managing the delivery of energy infrastructure projects is considered an asset.
- Experience handling multiple and diverse projects from inception through implementation with minimal direction, and the ability to initiate, coordinate and manage the implementation of creative solutions.
- Ability to provide effective work direction to project team members, contractors, consultants and staff in a unionized environment.
- Experience with project control and monitoring activities including risk analysis, risk mitigation, project action and decision logs, and change request management.
- Experience in conducting research, analysis, interpreting large volumes of data, summarizing findings and creating presentations.
- Exceptional communication skills (oral and written) that include excellent report writing, briefing material preparation and strong presentation skills for small and large groups, in person and virtually.
- Strong interpersonal and conflict resolution skills and considerable experience in successfully building and maintaining stakeholder relationships including negotiation, facilitation, and engagement.
- Advanced knowledge in drafting and presenting reports and recommendations to senior level management.
- Knowledge of the City of Toronto government structure, policies and decision making processes is an asset.
- Experience implementing climate resilience or sustainability policies, projects and / or programs is an asset.
