Altis Recruitment is grateful to partner with an organization within the Broader Public Sector to support the recruitment of a Procurement Manager for our crown corporation client.

This is a fulltime permanent position with a hybrid working model in Richmond British Columbia.

The Procurement Manager leads the departmentto maximize value from suppliers, aligning with business objectives. This role involves developing and managing strategic procurement and contract management processes for acquiring goods and services.

Key Responsibilities :

STRATEGY AND PLANNING

  • Develop and communicate an annual procurement business plan supporting business needs.
  • Develop, update, and implement procurement policies, procedures, and processes for acquisition and contract management.
  • Create and implement new sourcing strategies aligned with business needs and regulations.
  • Develop tailored procurement solutions considering the unique needs of Indigenous and other equity-seeking groups.
  • Assist, support, and train team members and colleagues in procurement processes and updates.

PROGRAM MANAGEMENT

  • Scan the market and seek cost-effective procurement approaches.
  • Plan, execute, and manage procurement initiatives including tendering, bid analysis, evaluation, and selection for high-value and complex projects.
  • Serve as the primary contact for procurement-related questions, training, and policy interpretation across departments.
  • Manage and update procurement policies, procedures, and programs to ensure legal compliance.

CONTRACT MANAGEMENT AND REPORTING

  • Ensure respectful vendor relations, manage procurement risk, and negotiate on behalf of the organization
  • Negotiate contracts and outcomes, mediate differences, and engage with legal counsel when necessary.
  • Handle complaints and requests diplomaticall, adhering to organization values and legal requirements.
  • Read and write contracts, develop templates, and create useful resources.
  • Maintain accurate records of all procurement activities.
  • Develop performance measures to assess the value and effectiveness of procurement.

Qualifications :

  • Minimum 5-7 years of experience in public sector procurement in a procurement and contract management position
  • Strong knowledge of Broader Public Sector Procurement Directive and BC Public Service
  • Strong understanding of contracts and contract management
  • Strong communication skills both verbal and written
