Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system.

We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier.

The Director of Enterprise Data Governance will provide senior leadership, direction, oversight, and governance for comprehensive, enterprise-wide data governance to support the achievement of Metrolinx’s organizational objectives, priorities, and mandate.

This role will report to the Vice President, Strategy and Centers of Excellence.

What will I be doing?

Provides strategic direction and leadership in the development of guidelines, processes, and policies for data governance projects / initiatives (.

data quality, metadata management, open data).

Directs and supports evidence-based planning and feasibility studies, procurements, and business cases that inform data governance activities / projects (.

procurement of a data governance tool, creation of a data steward model, publication of Metrolinx data on the open data website).

Develops strategies and frameworks related to data governance and open data including required governance structures, funding, resources, and infrastructure.

Leads and oversees the development of agreements, joint work and project plans.

  • Directs negotiations and establishes collaborative and constructive working relationships with internal stakeholders, including I&IT and other information governance functions such as Privacy Office, Records & Information Management, and Cybersecurity related to meeting corporate timelines, objectives and strengthening the corporation’s reputation.
  • Delivers strategic advice, expertise and recommendations to the VP Strategy and Centres of Excellence and other senior leaders on data governance information, options and alternatives;

makes recommendations to support executive level decision making and organizational objectives and priorities.

  • Develops and monitors plans to ensure compliance with provincial policies, directives, and legislation.
  • Develops and sustains strong working relationships and partners / collaborates with internal stakeholders, to ensure long range planning and policy objectives are well integrated into data governance and in support of project delivery.
  • Works closely with VP, Strategy and Centres of Excellence to develop appropriate monitoring tools (key performance indicators, workplan dashboards, risk registers) and contribute to monthly business reviews.
  • Builds and maintains strong and positive working relationships and collaborative partnerships with internal and external stakeholders to advance data governance initiatives.
  • Guides the development and adaptation of industry best practices for data governance to ensure the delivery of high quality and innovative analytical insights and project initiatives to support program implementation and meet organizational objectives and priorities.
  • Supports a culture of continuous improvement, identifying waste and seeking efficiencies that provide a better experience for stakeholders and the team.
  • Leads various Enterprise Data Governance committees, and matures governance and stewardship across the organization, demonstrating and communicating the value of data governance to stakeholders to increase awareness and drive adoption.

What Skills and Qualifications Do I Need?

Completion of a degree in Planning, Economics, Business, Administration, Engineering, Public Administration, Information Technology or a related discipline, or a combination of education, training, and experience deemed equivalent.

Possession of a post-graduate degree is an asset.

Demonstrated years progressively more responsible experience in leading corporate projects and strategy or a related field which includes leading a team of professionals, preferably in the public sector.

Knowledge of public sector data governance environment.

  • Valid Certified Data Management Professional (CDMP) certification, or comparable professional designation, is an asset.
  • Senior leadership experience in data governance within a multi-jurisdictional framework and multi-model framework.
  • Progressive experience managing and directing an operating unit through subordinate managers.
  • Interpersonal, negotiation, and oral / written / presentation skills.
  • Highly effective communication, motivational, relationship management and partnership building skills.
