Reporting to the Senior Director, Operations, the Supply Chain Manager is responsible to oversee and actively manage the Supply Chain Management team, processes and procedures.
Working with respective Operations, Finance, Legal and Leadership to help establish and implement processes and procedures to ensure alignment of the overall organization’s strategic goals and strategies.
This position will be based in Edmonton AB.
What You Will Be Working On
- Oversee Supply Chain Management team, including hiring and employee development for direct reports
- Establish and lead a culture that encompasses the highest ethical standards, that is aligned with Bird’s corporate values;
demonstrate and ensure accountability, agility and innovation
- Build, motivate and retain a team capable of achieving the strategic plan including a high-performing culture of risk mitigation and project analytics
- Provide ongoing guidance, training and mentorship to the Supply Chain Management Team on strategic sourcing principles and purchasing best practices with a focus on increasing individual performance and maximizing potential cost savings and cost avoidance
- Collaborate with operating and corporate groups to manage, implement, and centralize procurement requirements, provide awareness of, and ensure adherence and commitment to, SCM policies and procedures that facilitate operational success in alignment with the one-company vision approach.
- Standardize processes through strategic sourcing principles and purchasing best practices in support of operational efficiency and cross sharing activities or coverage, while enabling improved reporting in support of the overall one-company strategy
- Develop and / or participate in the development of analytics, systems data management, metrics, reporting and training
- Manage the development and planning of procurement plans to ensure alignment with strategic sourcing initiatives while maximizing procurement efficiencies.
- Provide contracting and procurement expertise and advice to internal project teams / stakeholders and the Purchasing team
- Participate and support the National Supply Chain team in efforts related to national vendors, RFx, quarterly and annual reviews
Supply Chain Management - Pre-award
The Supply Chain Manager is responsible for, but not limited to the following :
- To review, approve, and implement Supply Chain procedures
- Ensure the procedure is communicated throughout the organization
- Provide training for estimating and operations on supply chain requirements
- Assist in pre-tender contract review
- Assist as required in bid review
- Attend kick-off meetings
- Manage bids for material, equipment, and subcontracts over $X and / or high-risk scopes
- Provide contract exception clauses as required
- Assist in vendor selection
- Recommend mitigation strategies for high-risk third-party Scope of Work (SOW)
- Provide support and guidance as required on supplier bid packages
- Act as a liaison between Design and Estimating
- Assist estimators and project coordinators with creating material management plans
- Identify or assist with Subcontractor contract flow downs o) Pre-qualify new vendors or subcontractors
- Source qualified Indigenous vendors and subcontractors on bid packages, when possible
- Support the Indigenous Relations team with building new Indigenous service and supply partners
- Provide advice and guidance on incorporating Indigenous participation into procurement processes
- Champion the benefits and priority obligations of Indigenous procurement within Bird’s Indigenous Engagement Policy.
Supply Chain Management - Post Award
The Supply Chain Manager is responsible for, but not limited to the following :
- To review, approve, and implement Supply Chain procedures
- Ensure competent personnel is assigned to perform the supply chain activities within the procedure
- Ensure the procedure is communicated throughout Bird
- Provide training to project staff on processes, and systems
- Ensure new projects set up procurement in an approved Bird system such as but not limited to Viewpoint
- Ensure supply chain activities are monitored and audited to obtain objective evidence of conformance or continual improvements is identified.
- Ensure awareness of the procedure requirements to all personnel involved in supply chain activities
- Provide supply chain / materials management duties on projects when assigned
- Provide support and guidance to mitigate any supply chain issues on project sites
- Support & coordinate with design, Indigenous Relations (IR), legal & project teams
- Assist estimators and project coordinators with creating material management plans
What We Are Looking For
- 10+ years’ experience in a SCM role, and a minimum 5+ years in a leadership position
- Post-secondary education preferably in Business / Commerce, Economics, or a related university degree and / or an equivalent amount of SCM experience and training
- Supply Chain Management Professional (SCMP) designation considered an asset
- Extensive knowledge, and experience building end to end SCM processes and best practices, management systems, cross-enterprise and business strategy knowledge.
- Contract management experience : a thorough understanding of contract structure, commercial structures, terms and conditions and supplier performance metrics.
- Experience managing high value relationships with internal and external stakeholders and understanding of their objective and needs.
- Stakeholder management; establishes creditability and rapport with stakeholders
- Experience in an Industrial Construction industry considered an asset.
- Able to work and comply with all safety and environmental requirements in construction.
- Experience working with Executives and Senior Management to ensure effective communication, including timely appraisal of risk or performance issues;
with ability to understand and apply principles of dispute resolution and contract management.
- Demonstrated ability to align, lead and retain a high performing team to support organization’s strategic / operational goals, driven by results through excellent communication skills and streamlined decision making.
- Experience developing and providing training and applicable presentations, as well as program development.
- Superior analytical and problem-solving skills
- Advanced technical proficiency in Microsoft Office Suite (e.g. Power BI, Excel, Word, Visio, PowerPoint, Outlook); ERP (Viewpoint, MDM Semarchy) and SharePoint knowledge an asset.
Ability to travel (approximately 5%)
