Duties

The Information Systems Application Specialist (ISAS) plays a key role in coordinating and creating electronic Disclosure packages.

The information Management team, which you supervise, works closely with police investigators on multiple simultaneous files.

You may travel with the investigative team to local detachments to keep up with the urgent demands of an investigation. Using tools such as SQL and Crystal Reports, you will be designing database audits to identify inconsistencies and Disclosure risks, as well as prioritizing work for the teams and inputting large volumes of information through scripting.

You will need to be familiar with all roles of Information Management (Data Entry and Vetting) to step in when necessary to meet deadlines.

You will be responsible for training new Information management team members and Police officers, in using the Investigational database.

Work environment

Who is Major Case Management? We are the group that specializes in Information Management of serious, large and complex investigations the RCMP undertakes across the Province.

We have offices in all the major cities in BC. You will be working directly with police officers, as a team, in support of the investigations.

You will work directly embedded in an Investigative unit providing support, training and expertise for the management of information for major cases such as drug trafficking, homicides, financial fraud and organized crime across the Province.

You will be instrumental in the creation of electronic Disclosure packages presented to the Courts for criminal prosecutions.

Attention to detail, task orientation, and effective multitasking are essential skills, as you’ll regularly re-evaluate priorities amidst ongoing investigations.

In the course of your work, you may be exposed to materials from Crime scenes, autopsies and / or other graphic materials.

These positions will expose you to all aspects of investigations and what goes on behind the scenes in major investigations.

Following the TBS common hybrid work model for the Federal Public Service, full-time employees are required to be in the office for at least 3 days a week, with exceptions for roles with sensitive work that don’t allow for remote work.

However, many of our positions offer 1 or 2 days of telework per week, with expectations varying based on the position.

A qualified group of candidates may be identified and may be used to staff future permanent or temporary vacancies in similar -level positions.

This inventory will be used to staff positions at RCMP E Division Headquarters at 14200 Green Timbers Way, Surrey, BC, as well as in Kelowna, Prince George, Nanaimo, and Victoria.

It may also be used to staff future vacancies throughout RCMP E Division in British Columbia.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

According to the Treasury Board Standard on Security Screening, successful candidates will require a valid RCMP security clearance prior to appointment and throughout the tenure of their employment.

The process to obtain RCMP security clearance involves a security / reliability interview and a field investigation regarding matters of criminal activity which includes reference checks, verification of credit / financial status, education, employment, etc.

EDUCATION :

A secondary school diploma OR an acceptable combination of education, training and / or experience.

EXPERIENCE :

EX1) Recent experience* managing information in a relational database.

EX2) Recent experience* working with advanced features in Microsoft Office and / or Adobe Acrobat such as inserting hyperlinks, bookmarking, and using formulae.

EX3) Experience in creating reports using Business Intelligence (BI) applications such as Crystal Reports and SQL Server Reporting.

EX4) Recent experience* in coaching, mentoring, or supervising one or more staff.

Recent experience refers to experience obtained within approximately the past 2 years.

AE1) Recent experience* using Major Case Management software applications, for example Evidence & Reports, SUPERText, Powercase, PRIME Case Management..

AE2) Experience working with digital multimedia (video, photo, audio) and related software.

AE3) Experience working in a police environment.

AE4) Experience creating macros in Microsoft Word or Excel.

Recent experience refers to experience obtained within approximately the past 2 years.

OPERATIONAL REQUIREMENTS

Some positions may require one or more of the following :

  • Willingness and ability to travel frequently for work-related matters.
  • Willingness and ability to work overtime on short notice based on operational requirements.
  • Willingness and ability to work flexible hours on short notice to meet operational needs.
  • Possession of a valid BC Driver’s License or personal mobility to the degree normally associated with the possession of a Driver’s License.

Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing.

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board.

A person may be appointed to the position even though he / she does not meet any or all of the asset qualifications, operational requirements or organizational needs.

However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Please note that candidates (including persons employed in the Public Service) will not be considered to be in travel status or on government business and travel costs will not be reimbursed.

Consequently, candidates will be responsible for travel costs.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool.

If a candidate is selected for a specified period (including term, acting, or assignment / secondment) appointment, they will remain in the pool for future offers.

This process and the resulting pool will only be used to staff positions in the RCMP.

Incorrect or fraudulent information provided by a candidate during the application or assessment process will result in elimination from the process.

Experience qualifications will be assessed upon application. Further confirmation or assessment may be conducted through reference checks.
