Anticipated Starting Salary : $114,152.46 (+5% after successful completion of probation)

Reporting to the Deputy, Corporate Shared Services, the Chief Financial Officer (CFO) fulfills a significant financial leadership role and is a steward in support of effective financial management in four Independent Offices of the Legislature (the Offices of the Ombudsperson, Information and Privacy Commissioner, Police Complaint Commissioner and Merit Commissioner). The CFO leads financial operations, and provides expert financial advice, recommendations and options to enable achievement of financial goals. The position supports annual budgeting activities, undertakes financial planning and reporting, and manages the Offices’ chart of accounts, accounts payable and receivables, financial controls, and provides contract management services.

The position receives delegated expense authority from the four Independent Offices and is responsible for budget management, financial forecasting, financial systems and analysis. The expenditures and revenue controls are developed in accordance with the Fiscal Framework established by financial legislation, government accounting policy and best practices.

Qualifications :

This position will be of interest to applicants who can demonstrate the required qualifications, including the following :

Education and Experience :

  • A professional accounting designation (CPA).
  • A minimum of five years’ related experience in progressively more responsible financial management roles. Related experience may include :

Developing and implementing financial systems and controls.

  • Analyzing and making recommendations with reference to applicable financial policy.
  • Leading budget and financial operations.
  • Conducting financial audits including audit planning and reporting of results.
  • Experience establishing collaborative relationships with executives, senior financial leaders and senior managers.
  • Experience in leading, supervising and coaching financial teams including formal performance planning.
  • Experience analyzing financial and business issues and preparing high-level briefings and documents for decision by senior government officials.
  • An equivalent combination of education and experience may be considered.
  • Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check (completed if an offer of employment is made).
  • Preference may be given to :
