Reporting to the Controller, the Financial Services Officer - Accounts Payable is responsible for the processing, balancing and payment of all invoices and payments owed by NSCAD University. This position is a key component of our internal control structure. The FSO - AP issues weekly cheques, ensures that all purchase orders are up-to-date, posts all invoices and determines when to pay bills and whether or not spending is properly authorized.ResponsibilitiesProcesses current work according to specified deadlines.Audit Check Requisitions, Handles all non-payroll Payment Requests.Ensure expense submissions are in agreement with NSCAD policies and procedures.Process the following transactions : Invoices : Audit invoices; verifying backup, approvals and matching purchase orders. Post invoices to Colleague system. Send out request for information for those invoices without corresponding purchase orders.Invoices : Audit invoices; verifying backup, approvals and matching purchase orders. Send out request for information for those invoices without corresponding purchase orders.Honorariums : ensure they are approved and accurate and contain all information required for proper tax treatment.Travel Claims : audit for accuracy and detailed receipts, flight tickets(boarding passes) and recalculate per diems.Petty Cash : review reimbursement forms, and setting up Petty Cash upon approval by Controller.Reimbursements for Staff, Faculty, Students and Visitors : audit receipts and approvals.Manage the A / P sub ledger to ensure that companies are being paid on a timely basis.Balance the A / P Subledger to GL.Process accounts payable cheque run; assemble support for signature, file copies numerically, distribute cheques and arrange for mailing, stamp and file invoices.Ensures PDA and PDR Allowances are being tracked for yearly balances, audit invoices to ensure allowances paid are within NSCAD policies and collective agreements.QualificationsCompletion of Grade 12 and a one-year diploma in accounting combined with at least three (3) years of related experience is required. An equivalent combination of education and experience may be considered. Proficiency in use of the Microsoft Office Suite is required, including records and file management, spreadsheet and database programs is required. Excellent interpersonal and communication skills, including an ability to communicate clearly, professionally and tactfully with a broad range of University faculty, management and staff. Ability to handle confidential information is required.
