Webuild has won a new contract to deliver the Pape Tunnel and Underground Stations section of the Ontario Line and we are currently seeking an Environmental Permits and Approvals Specialist.
This position is a full-time 100% onsite position at our downtown office.
POSITION SUMMARY
Reports to : Environmental Director
The Environmental Permits and Approvals Coordinator will have the defined authority for obtaining environmental Contractor Permits, Licenses, Approvals and Agreements and ensuring compliance and the day-to-day implementation of the environmental obligations set out in the Project Agreement.
Responsibilities :
- Manage, coordinate and track all aspects of Environmental Permits and Approvals.
- Coordinate with the Design Team to ensure that designs meet the requirements of Schedule
- 15 Output Specifications, Schedule 17 Environmental Obligations, Schedule 34 Permits, Licences, Approvals and Agreements,and other Technical Requirements.
- Ensure that external Stakeholders and Government agencies (including the Municipality, TRCA, MTO, TTC, etc.) are engaged when appropriate to obtain feedback as necessary.
- Coordinate internal and external regulatory approval processes.
- Manage relationships with external Stakeholder agencies, including Government Authorities.
- Lead the coordination and the scheduling of meetings with Stakeholders, as needed;
- Lead the preparation and submission to Contracting Authority of all plans, reports, documents and other information required by Schedule 34 Permits, Licences, Approvals and Agreements.
- Ensuring environmental and sustainability issues are addressed and requirements are met in accordance with the Environmental Reference Documents, Additional Environmental Reports and the Project Agreement; and
- Ensuring effective development, tracking and monitoring of environmental and sustainability metrics and environmental permits and approvals, in line with best practice standards.
Education and Qualifications
- 3-5 years of work-related experience in environmental planning, municipal planning, building ,construction and / or engineering.
- Knowledge of and experience acquiring permits, licenses and approvals for major infrastructure and transit projects is essential.
- A degree from a recognized post-secondary institution with specialization in urban planning, engineering, environmental studies, architecture or a combination of education, training and experience deemed equivalent.
- Knowledge of relevant legislation, procedures and permitting requirements, including but not limited to Ontario Water Resources Act, Building Code, Planning Act (Ontario), Metrolinx
- Act, 2006 (Ontario), Municipal Act, 2001, S.O. 2001, c. 25, as amended from time to time.
- Experience with the Province of Ontario’s Transit and Rail Project Assessment Process, GO Transit Class EA Document, and Environmental Assessment Act (Ontario) and experience with railway corridor infrastructure and related construction projects.
- Experience with carrying out effective stakeholder engagement related to securing Federal, Provincial and Municipal permits and approvals.
- Experience with large scale infrastructure projects. Experience in Ontario is an asset.
Job Requirements
- Experience in successfully managing and coordinating Environmental Aspects of permits and approvals for transit projects in the Province of Ontario.
- Knowledge of relevant federal and provincial environmental policies, procedures and legislation.
- Experience liaising with other specialty consultants, contractors and Governmental Authorities.
- Experience with similar projects in the Province of Ontario.
