ORGANIZATION : The BC-CfE is a world-renowned HIV / AIDS Centre with an innovative, low-barrier approach to healthcare delivery in clinical practice and an integrated group of research concentrations in Laboratory Sciences, Clinical Trials, Population Health and Epidemiology, Health Economics and Professional Education Programs.
A multidisciplinary team of clinicians including Physicians, Nurses, Social Workers and Peers and researchers including Health Economists, Epidemiologists, Clinical Researchers, Statisticians, Programmers, and Data Analysts work collaboratively to improve the health of British Columbians with HIV and communities facing socio-economic barriers in accessing healthcare.
ROLE SUMMARY : We are seeking a highly skilled and experienced IT leader with experience designing and managing end to end IT service delivery for an organization.
The ideal candidate will be responsible for implementation of a secure and holistic IT system for BC-CfE. In this role you will collaborate with IT teams and business stakeholders to review and validate current state IT requirements, lead the development of a business case / proposal for the future state, support its approval and develop a plan for its implementation.
BC-CfE hosts and manages servers and network infrastructure in-house ensuring maximum security, control, and customization tailored to our specific needs.
About 40 Linux virtual servers run in the VMware ESXi infrastructure, hosting ZFS, File / Email servers, Oracle database server, Application server and Web server roles.
We look after about 350 computers including Macs and Windows (the majority is Mac) and about 100 peripherals devices.
ROLE RESPONSIBILITIES
- Complete a current state review of existing IT systems against future requirements to ensure provisioning of appropriate IT tools and infrastructure to support the vision and goals of BC-CfE.
- Participate in business systems planning meetings with senior medical and operations leaders to identify and define IT requirements.
- Serve as an expert to propose emerging technologies based on market trends to develop and mature IT systems for BC-CfE.
- Develop end to end documentation of BC-CfE’s IT processes
- Review and document BC-CfE’s IT enterprise architecture
- Review and update IT hardware, software, networking, security and privacy policies to ensure compliance with industry and relevant regulatory standards and best practices.
- Develop and document a Technology Refresh Program (TRP) and process for BC-CfE
- Develop and document an IT business continuity and disaster recovery plan
- Review and mature IT service management delivery model as per ITIL best practices (Incident, Request, Change, Problem and Knowledge Management)
- Responsible for internal application remediation, testing capability for a managed desktop computing environment, technology refresh (TRP), specialty clinical applications remediation and testing (environment changes, patches, version upgrades, testing with peripherals)
- Enable technical solution design; governance and management of enterprise technical solutions; and maintenance and support of systems / technology
- Develops and enables optimizations and improvements for technology and services, driving greater effectiveness and value for BC-CfE
- Functions in an instrumental way in delivering a positive client experience and promoting the profile of the department through public relations activities such as establishing regular contact with clients and developing internal and external communications strategies.
- Ensures adherence to approved budget by performing duties such as monitoring expenditures, generating reports and recommending remedial action and takes corrective action to ensure performance to plan.
- Engages stakeholders across BC-CfE, technology service providers and vendors to ensure supporting IT solutions are aligned with BC-CfE’s business needs and expansion road map
ROLE QUALIFICATIONS
Education, Training and Experience
- Master’s degree in in Information Technology, Computer Science, or a related discipline and ten (10) years of experience in progressively more responsible information management or supervisory / management roles.
- Experience in developing turnkey proposal for IT Service delivery for an organization preferably in BC’s Health care environment
- Certifications preferred (ITIL, PMP, CCSP / CISSP, CCNA, Microsoft Azure, AWS).
Skills and Abilities
- Technical Skills : Strong knowledge of IT infrastructure, including networks, servers, and databases. Proficiency in IT management tools and software.
- Leadership Skills : Proven ability to lead, Expert knowledge of technology market trends, Familiarity and experience managing IT vendors relationships and service level agreements, Excellent communication, interpersonal, and problem-solving skills, Skilled in working with senior leaders to present proposals and obtain approvals
- Project Management : Experience in developing proposals and business cases, Experience managing large multi-stakeholder IT projects from initiation to completion.
Familiarity with project management methodologies.
- Security Knowledge : Understanding of IT security principles, regulatory standards and best practices. Experience with security frameworks and compliance standards.
- Budgeting : Experience in budget planning and management.
