Cassiopay, a growing international e-wallet and payment services provider, is looking for a Compliance Officer for its Canadian office, based in Toronto, to provide continued development to ensure its business processes and procedures adhere to all applicable laws, rules, and regulations and internal rules.

As the compliance subject matter expert, working along side our Operational Compliance Officer, this position will be responsible for establishing standards and implementing procedures to ensure that the compliance programs are effective and efficient in identifying, preventing, detecting, and correcting non-compliance with applicable laws and regulations, the implementation of an ongoing internal audit and governance practices.

Responsibilities :

  • Develop and monitor the annual compliance work plan that reflects the Cassiopay’s unique characteristics, and periodically revise the plan in light of regulatory (FINTRAC) and organizational changes.
  • Implement strong controls and report to the board members on compliance work plan deviations in established plans.
  • Provide direction to the management team on compliance subjects, regulatory frameworks, standards, internal policies and procedures , and prepare and present clear and concise compliance reports to the board members as required.
  • Lead the interaction with regulators and law enforcement agencies on compliance & financial crime prevention matters, leading the gathering of internal information in response to such requests.
  • Oversight of regular and occasional transaction reports to FINTRAC, particularly EFT and STR reports, ensuring that automated reporting systems are working correctly and submitting occasional reports as needed in a timely and accurate fashion.
  • Lead and coordinate efforts related to external audits, reviews and examinations of financial crime prevention, risk mitigation, and compliance related matters and processes, and act on any deficiency identified .
  • Independently investigate and act on matters related to compliance, financial crime prevention, and risk mitigation, and preform internal compliance review and monitoring activities, including periodic internal reviews of departments.
  • Propose and develop new policies and procedures needed to ensure compliance with provincial, federal, and international applicable regulations, and adjust any existing policies and procedures to meet such requirements as required.
  • Establish standards and implement procedures to ensure that compliance programs are effective in identifying, preventing, and addressing non-compliance with applicable legal and regulatory requirements.
  • Plan, coordinate, maintain and update business risk assessments of the activities carried out by the organization to recommend business operation improvements to the management team and the board.
  • Maintain extensive knowledge of latest compliance and financial crime prevention best practices and requirements, laws, and regulatory guidelines in the financial services industry.
  • Develop and oversee compliance training for the management and employees, cultivating a culture of awareness to compliance, financial crime prevention, and risk mitigation requirements and adherence.

Qualifications :

  • 3+ years’ experience as a compliance officer in a compliance function.
  • Experience interacting with regulatory bodies (FINTRAC) & enforcement agencies, especially in relation to STR, EFT, FATCA & CRS reporting.
  • Specific experience within an Electronic Money or a Payment Institution will be considered an advantage.
  • Bachelor’s degree in either Law, Business Administration, Finance, or other related field.
  • Evidence of relevant certification for senior role in financial compliance or risk management from recognized bodies (ICA, ACAMS).
  • Understanding of compliance and risk managements related financial industry best practices, especially in complex client profile scenarios and cross border payment networks.
  • Detailed knowledge of financial services regulatory and legal requirements set by the applicable regulators (FINTRAC) and public institutions.
  • Excellent English communication skills both verbally and written, with exceptional interpersonal & public speaking abilities.
  • Ability to meet deadlines of competing demands with limited guidance and determine priorities independently.
  • Proactive, analytical, resourceful out-of-the-box attitude with critical problem-solving and strategic planning capabilities .
  • Remarkable organizational skills, especially conducting oneself in a professional manner with integrity, ambition and willingness to take responsibility & accountability.
