Work environment

The Transportation Safety Board of Canada (TSB) is part of the core public service administration named in Schedule IV of the Financial Administration Act (FAA) and is also subject to the PSEA.

This being said the TSB is an independent arm's length agency that reports to Parliament through the President of the King's Privy Council for Canada.

The TSB is a small organization with approximately 220 employees and 5 Board Members, including the Chair. The organization operates in a decentralized manner through 10 locations across Canada.

Intent of the process

The Regional Senior Investigator Rail Investigations position reports directly to one of four Regional Operations Managers in the rail and pipeline investigations branch.

The Regional Senior Investigator Rail Investigations is responsible for leading and supporting rail occurrence investigations.

This includes responding to rail occurrences across Canada, developing scientific investigation reports, and communicating investigation results.

The intent of this process is to establish a diversified pool of partially assessed candidates. Positions may be staffed through this process with various tenures, language profiles and / or requirements, location, and security requirements.

On a case-by-case basis and based on the TSB's operational needs full time telework may be offered.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education - essential for the position

A secondary school diploma or an acceptable combination of education, training and / or experience relevant to the position.

Operational Certification - essential for the position

Locomotive engineer; or

Rail Traffic Controller (transportation); or

Certified car inspector; or

Track maintenance foreman (engineering services)

Note : Occupational certification need not be valid at the time of application.

Experience - essential for the position

Minimum 7 years of experience total working in the railway industry under one or more of the following streams :

Stream A - Railway Operations :

Locomotive engineer; or

Rail traffic controller

Stream B Railway Equipment :

Rolling stock (cars, locomotives) inspection, maintenance, or repair;

Design, modification, or testing of rolling stock and their components

Stream C Railway Infrastructure :

Railway track and structures inspection and maintenance

Various language requirements

Depending on the need of the organization, profiles include : English essential, Bilingual imperative BBB / BBB and CBC / CBC.

Stream A - Railway Operations :

Knowledge of Canadian railway operating practices, regulations, and standards.

Stream B Railway Equipment :

Knowledge of North American railway equipment including maintenance and repair practices, regulations and standards, and equipment types.

Stream C Railway Infrastructure :

Knowledge of Canadian railway maintenance and repair practices, regulations and standards, and infrastructure characteristics.

Ability to analyze technical and / or safety issues and assess their impacts.

Ability to plan and effectively manage work in a high-pressure environment.

Ability to work effectively in a team environment.

Ability to lead major projects or investigations.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Asset Qualifications Education

Technical College diploma / certification from a recognized institution.

University degree from a recognized institution.

Asset Qualifications Experience

Experience in conducting risk assessments and developing risk-mitigating strategies.

Experience in writing technical or accident reports.

Experience working in railway management.

Experience working for a regulatory agency.

Possess a valid driver’s license in Canada.

Agree to deploy to accident sites where there may be exposure to disagreeable and difficult working conditions and to extreme climatic conditions.

Agree to respond and travel on short notice during and after normal working hours and on statutory holidays.

Agree to travel within Canada and abroad, including travel by car, rail, ship and air.

Willingness to be available on standby, on a rotational basis.

Willingness to undergo TSB required training.
