Main Purpose and Function

The Sewers & Drainage Asset Management Engineer provides asset management expertise for the Sewer Utility and assists in developing and applying consistent metrics, maintenance / rehabilitation / replacement criteria along with a standardized framework for reporting of metrics and management of assets.

This position helps coordinate between the design, planning and operating branches to best utilize asset management decisions making tools and ensure they are supported by timely, accurate, and relevant metrics / targets.

The position reports to the Sewers & Drainage Senior Asset Manager and works closely with Sewers Utility Staff, Departmental and Organizational Asset Managers, Finance and Sewer Operations.

Specific Duties / Responsibilities

  • Participates in asset management efforts that support full lifecycle approach to managing sewer infrastructure
  • Assists in preparation of long-term asset renewal strategies to support Capital Planning and Budget preparation
  • Supports the development and maintenance of the Sewer Utility's Asset Management documents including the Asset Management Plan, Asset Management Strategy, Asset Management Policy, Levels of Service and Decision-Making Frameworks, and Risk Registrar
  • Contributes to the development and sustainment of Sewer Utility's reporting initiatives including benchmarking (NWWBI, AWWA, StatsCan) and metrics (Corporate, Branch and Program level).
  • Assists in optimizing sewer infrastructure assets by applying sound engineering judgement and analytics to develop models that balance the following (as examples) : Capacity versus age Maintenance versus rehab versus replacement Risk evaluation Service life projections Replacement prioritization strategies Funding strategies
  • Participates in the development of the Engineering Department's Strategic Asset Management project
  • Creates, supports and manages sewer system inventory and condition assessment programs (linear pipe, service laterals, pump stations and outfalls)
  • Supports management of standard metrics, methodology, performance measures and service levels
  • Initiates, plans and manages the implementation of program recommendations related to management of assets
  • Participates in the preparation of and updates to long range and asset management plans with branch staff
  • Manages sewer utility accounts and billing in accordance with the Sewer and Watercourse By-law. This involves tracking and maintaining customer account database information and responding to Engineering Finance and Utility Billing staff to address utility account direction, discrepancies and enquiries.
  • Other duties / responsibilities as assigned

Minimum Qualification Requirements

Education and Experience :

  • Bachelor's degree in Civil Engineering with a Professional Engineer designation and minimum of four years' related experience in municipal civil infrastructure design, or an equivalent combination of education, training and experience.
  • Registration or eligibility for registration as a either an Engineer In Training or Professional Engineer in British Columbia.
  • Formal infrastructure asset management training and / or certification would be considered an asset.

Knowledge, Skills and Abilities :

  • Knowledge of engineering principles related to sewer systems and networks
  • Knowledge of asset management principles, concepts and frameworks
  • Excellent communication (oral and written), with experience writing technical reports
  • Demonstrated ability to deal effectively with multiple tasks of moderate complexity and setting / meeting competing deadlines.
  • Ability to research, analyze, estimate, and present recommendations for a variety of engineering projects
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and with external stakeholders and customers
  • Experience with Asset Management software such as Hansen, Info Asset Planner and Sewer Modeling software

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite.

At this time this position is eligible to be part of the Flexible Work Program.
