Role & Responsibilities :
- Ensure that all contracts, project teams and project teams’ consultants use best practice cost tracking and reporting for value of work performed and scope management.
- Assemble the Cost Breakdown Structure (CBS) from the Work Breakdown Structure (WBS) ensuring alignment with Purchasing and Finance processes and tools.
- Implement Cost Control procedures for the project and be extremely knowledgeable and experienced in both Value of Work Done and Earned Value methodologies.
- Ensure the control budget for each project is properly established as the baseline for each project phase.
- Develop accurate cost forecasts based on detailed analysis of current progress and trends, assessing contingency use and appropriate allocation.
- Based on the assessment of costs, define preventative or corrective actions and challenge contractors to avoid cost overruns.
- Review large change orders before Senior Management sign off.
- Plan and participate in Contractor's cost management kick-off meeting to establish all deliverables, including formats, WBS and cost management review schedule.
- Conduct training programs to enable project adoption within the major projects.
Requirements :
- Membership or eligibility for immediate membership as a registered Professional Engineer (P.Eng.) with the Engineers and Geoscientists of British Columbia (EGBC).
- A Bachelor's degree in a relevant engineering discipline, with 10 years of experience on major infrastructure projects (values greater than $1B) would be a minimum to ensure that the Senior Project Engineer, Cost Control can interface a large team of project consultants and with the contractors’ team.
- Excellent written and oral communications skills. Ability to communicate effectively both verbally and in writing including letter, report writing and presentation skills.
Ability to explain difficult concepts and persuades others to adopt a point of view or way of doing things.
Strong interpersonal skills and the ability to build and maintain respectful working relationships with internal and external contacts under circumstances that are considerably complex and time sensitive.
Skill in dealing openly, tactfully and sensitively in a variety of situations including dealings with the public, member municipalities, government agencies and contractors.
Demonstrated ability to work in a team-oriented work environment and deal effectively with disagreements and prevent the escalation of conflict.
Ability to work under broad direction and use significant independent judgment to problem solve when more than one option is possible.
Proven ability to take initiative, work with minimal supervision and effectively manage multiple projects and deadlines.
Ability to meet timelines and objectives requiring persistence to overcome obstacles.
- Ability to supervise, coach and guide others while enhancing individual and team effectiveness.
- Proficiency using Microsoft Office programs, including Outlook, Word, Excel, Access, PowerPoint, Visio, and Project. Experience using advance analytic tools such as Power BI would be an asset.
- Expert user in professional cost control systems (e.g., Ecosys, PIMS, PRISM, etc.), including implementation and integration with enterprise ERP systems.
- Valid BC Class 5 Driver’s license.
