Our client operates as a medium sized general contractor that operates primarily as a Design Builder in view that it is a recognized Butler Dealer for pre-engineered structurers.

In addition to the typical design-build contracts out client will perform as construction managers and as general contractors on lump sum tendered work.

The main role of the Project Manager is to successfully implement the required construction management services for the assigned contracts obtained by our client.

The Project Manager is selected for a given project by the President or the Vice President and reports directly to them.

The Project Manager will function as the critical link between the corporate office and the job site(s).

The applicable general roles and responsibilities for the assigned projects are described in further detail below and which are to be carried out in accordance with the Policies and Procedures summarised on the company S Server.

A Primary / General Functions

  • As an ambassador on behalf of the company establish and maintain good relationships with the owner(s), design consultants, subcontractors and the field personnel assigned to a given project.
  • Since our client is a relatively small company the Project Manager will from time to time support other internal company divisions / functions, such as the sales staff and estimating, as required.
  • Support the Site Superintendent in his roles and responsibilities as the site authority for the construction of any given project.
  • Ensure that the out clients Health and Safety Program is fully implemented on the job site to the greatest extent possible.
  • Ensure that the an adequate Quality Control plan and methodology is fully implemented on the job site.
  • Ensure project profitability, schedule adherence and client satisfaction.
  • Ensure that the site complies with out clients union obligations.
  • Maintain and or continue to develop the required skills, and increase general knowledge of the construction industry in order to be current and most effective.

  • Be prepared to mentor and train support staff and coordinators to develop into competent project managers.
  • Deal fairly and effectively with Trade Contractors, Subcontractors and suppliers to ensure that out client continuous to obtain competitive prices.
  • Pre-Construction
  • Once assigned to a potential new project meet with the Sales and Design Team and Estimator to become generally fully familiar with all aspects of the project to review constructability issues, and prepare the final Construction Budget based on the values committed to with the owner for the Jonas accounting system.
  • Ensure and determine the status of the notices from the various Authorities having jurisdiction and that the various permits and approvals to proceed with construction are in place.
  • Upon the signing of the contract establish the Critical Path of the contract agreed upon Project Schedule with the assistance of the superintendent and key subcontractors.
  • Upon approval of the Contract Schedule by the Client enhance the schedule with all activities required to produce the project.
  • Carry out a thorough site review to establish the site working plan, evaluate all potential hazards on and adjacent to the site
  • Confirm the level of Site Supervision required, and with the input of the Superintendent when possible, confirm general labour requirements not covered by the subcontract scope of works.
  • Begin the Buy Out and award of subcontracts after establishing the complete Scope of Work for each trade / tender package.

Utilize experience on previous projects and the input of the designated superintendent if possible to review same.

  • With administrative assistance set up the project cost control, filing systems in accordance with the corporate Policy and Procedures manual.
  • In consultation with the client and the Superintendent set up the schedule for site meetings, method of billing and payment process, change order procedures and controls, shop drawing requirements and the submission schedule for same based on the Project Schedule.
  • Construction

Following through on the Pre-Construction phase in B above the Project Manager will follow through, with the support of the Superintendent, and site staff, to successfully execute the requirements of the contract and all of the contract documents and in accordance with the our clients Policies and Procedures.

It is expected that the project manager will attend the site on a regular basis as required to review the progress and support the superintendent as required and remain fully cognizant of the status of the project in all regards such as but not limited to safety, potential problems, budget and schedule etc.

Also this is to ensure that there is a backup person readily available for the critical superintendent position if required.

In order to perform the role as Project Manager successfully the Project Manager shall as a minimum carry out the following responsibilities.

Complete the buyout of all of the trade contractors, suppliers and materials in accordance with the planned budget costs or better and immediately report any budgeting errors, cost over runs to senior management with recommendations for mediating same where possible.

Issue the appropriate Sub Contracts and Purchase Orders and maintain the Buyout Sheet as cost commitments are made.

Scheduling -With the input from the key Trade Contractors, Consultants, Suppliers and the Superintendent update the project schedule particularly the Critical Path and insure that same is updated as a minimum on a monthly basis.

Ensure that the Superintendent initiates and follows through with a minimum three week look ahead schedule which is updated weekly with the input of the current key Subcontractors and major Suppliers.

  • Prepare and obtain the owners approval of the progress payment drafts.
  • Ensure that the following administrative systems are in place, understood and being utilized by the field staff :
  • All Health and Safety documents, notices and processes are in place in accordance with the corporate Health and Safety Program.
  • Ensure that all site reporting requirements and systems are understood and implemented.
  • Provide the site staff with the appropriate costs and quantities from the project estimates and budget for monitoring and as a minimum for monthly reporting.
  • Implement the agreed upon change and information control systems for use of all relevant parties involved. This currently being the RFI, CCN and CO documentation systems commonly used in the industry.
  • Establish the schedule and the requirements for testing and Inspection and the general Quality Assurance and Quality Control requirements and guidelines for the project.

Insure that the Construction Material Waste plan is in place and being adhered to.

  • Provide the site with the approved municipal permit documents and the latest contract documents. Ensure that an As Built set of drawings is being maintained on the site.
  • Ensure that contact is made and all requirements of the site / building service agencies for water, power, energy and communications are established well in advance of the date of requirement to avoid delays during the occupancy phase.
  • Conduct bi-weekly site meetings with the key trades, relevant consultants as required and key Trade Contractors. Prepare required agendas, record and issue the minutes within one week of the meeting.

Meet with owners as specified by the contract documents or requested.

  • As a minimum on a monthly basis review the material quantities and costs as well as the schedule and ongoing labour requirements with the Superintendent.
  • Support the Superintendent as required to resolve any on site grievances as requested by the superintendent.
  • Ensure that there is a well-organized system for the documentation and correction of deficiencies during the course of the project but particularly so at the completions stage of each of the trades.
  • Ensure that all required project closeout documentation such as letters of conformance of the construction with the design and documents are prepared in advance of the date of requirement by the municipality.
  • On a monthly basis prepare monthly invoices, approve all project invoices for payment, update the project cost to complete report for review by senior management.

Advise management of all unanticipated costs.

PROJECT CLOSEOUT

In order to ensure a complete closure of the Contract Requirements, including release of the Holdback Funds and have a satisfied client the Project Manager should ensure that the following activities are implemented on a timely basis :

  • The appropriate closeout and inspections are scheduled and executed with the various authorities having jurisdiction.
  • That all Trade Contractors have submitted the required closeout documents before releasing their final payments.
  • With the aid of administrative assistant prepare the Operation and Maintenance Manual drafts, obtain the professional approval of same and for submission to the owner.
  • Schedule, attend and insure that the final commissioning and training as required by the contract drawings is carried out.
  • Prepare final cost report and identify the anticipated warranty period costs.
