Job Duties

Richard Bland College (RBC) is a two-year, residential, liberal arts transfer institution that focuses on preparing students for transfer to highly ranked colleges and universities.

The College is a hidden gem located outside the Tri-Cities region and its rural setting featuring 750+ acres of wetlands, bucolic forest, and the state’s oldest and largest pecan grove.

Richard Bland College is seeking an experienced Project Coordinator to assist the College in achieving Tier 2 operational authority in both Information Technology (IT) and Procurement.

RBC is the only college in Virginia designated as a Tier 1 institution of higher education. The college is seeking Tier 2 operational authority as part of a larger strategy.

This strategy includes having more flexibility over the management policies of key areas of college operations and will allow RBC to serve their students, families, and the commonwealth in a more efficient manner.

Job Specifications :

The Project Coordinator will :

Be conversant with the Virginia Acts of Assembly- 2008 Session, Chapter 824 and be able to interpret and track the timelines in this legislation.

Collaborate with the project team on this legislation.

  • Be knowledgeable with all documentation related to Tier 2 operational authority as provided by RBC.
  • Build on the project team’s strategic vision in implementing Tier 2.
  • Schedule meetings and develop agendas for meetings and assign tasks with deadlines. Keep work on schedule.
  • Collaborate and coordinate with the project team and schedule meetings for every other week.
  • Help and leverage a network of professionals, expertise, and resources to support RBC in achieving Tier 2 operational authority in IT and procurement.
  • Lead both in-person and virtual bi-weekly team meetings to discuss progress and maximize productivity; most meetings can be virtual with some in-person meetings as determined by the project team.
  • Coordinate all activities and details of Tier 2 work.
  • Conduct research and resources to inform project team of the latest developments in achieving Tier 2.
  • Prioritize and ensure the project team is completing tasks in a timely manner and according to deadlines.
  • Coordinate calls or other resources in collaboration with other partners.
  • Ensure the implementation of all IT and procurement work that will assist and support Tier 2 status.
  • Collaborate with RBC staff and college communications and marketing staff to provide informational materials for the RBC Board of Visitors Committee, and other key stakeholders on the progress and initiatives of Tier 2.
  • Use an enterprise project management tool to track team progress, deadlines, budget, milestones, and other project related activities.
  • Write progress reports for the President, Cabinet, and BOV. Prepare presentations for the Tier 2 team.
  • Record meeting notes.

Reporting Structure :

Reports to the Director of IT and Information Security Officer

Specific Deliverables to the Director of IT and Information Security Officer :

  • Bi-weekly updates (informal)
  • Project Status, Issues and Risk matrix (updated monthly with formal update)
  • Formal Monthly updates on Progress to Tier 2 (written report)

Minimum Qualifications

  • Be knowledgeable of applicable SCHEV guidance and the 2005 Performance Restructuring Act.
  • Be knowledgeable of applicable VA Codes (Title 23 Chapter 10) regarding Higher Education Tier requirements.
  • Experience and knowledge of project management and / or project coordination principles.
  • Demonstrated ability in leading strategic direction and project plan development.
  • Ability to understand or learn basic IT and auditing concepts such as the Virginia Auditor of Public Accounts audits, cybersecurity policies, the Virginia Information Technologies Agency (VITA) COV (Commonwealth of Virginia) RAMP (Risk Authorization and Management Program) process, and Virginia IT procurement laws, processes, and procedures.
  • Experience and knowledge of using project management tools to track project goals, objectives, milestones.
  • Ability to communicate consistently and clearly with the project team and other stakeholders.
  • Ability to facilitate and lead a college IT, business, and procurement project team dedicated to achieving Tier 2 status.
  • Demonstrated ability to focus on the big picture while overseeing and identifying the details of a major initiative.
  • Must be reliable and consistent in communication with the project team. Must be able to respond to project team and other stakeholder issues within 48 hours (about 2 days) or less.

Additional Considerations

  • Knowledge and understanding of higher education institutions’ operations.
  • Knowledge of Virginia state government operations, authority, and legislation as it pertains to the Virginia Acts of Assembly-2008 Session, Chapter 824, and the Code of Virginia 23.

1-1003 Memoranda of Understanding.

  • Project Management Professional certification.
  • Knowledge and understanding of the Virginia Information Technologies Agency (VITA).
  • Knowledge and understanding of the Virginia Higher Education Tier 2 process, legislation, and documents and evidence needed for Tier 2.
