Manitoba Families is seeking qualified candidates for the role of Contract Manager with the Finance branch of the Child and Youth Services Division.

- Must be able to travel across the province by ground or air transportation to support work with community-based organizations
Qualifications : Essential :
- Completion of post-secondary education in business administration, finance, law or a related discipline; an equivalent combination of education, training and experience may be considered.
- Experience with complex contract management and negotiation, including acting as a liaison and problem solver when disagreements occur between program stakeholders to resolve complex, multi-organizational issues.
- Experience in understanding various types of operational service delivery related to funding agreements.
- Experience in managing and leading a team of staff including coaching, mentoring, staffing and conducting performance reviews.
- Strong project management skills including the ability to manage volume of contracts with diverse complexity.
- Strong interpersonal skills with the ability to develop respectful and collaborative working relationships and build consensus with diverse stakeholders.
- Excellent verbal communication skills with experience in making recommendations to senior executives to support meaningful decision making in resolving issues or executing agreements / contracts that meet the priorities and objectives of Manitoba.
- Excellent written communication skill including the ability to prepare documents with complex financial and legally binding information to all levels of the organization and external stakeholders in a clear and concise manner.
- Political acumen demonstrated through experience providing strategic advice to senior leaders and managing projects on complex topics and sensitive issues.
Desired :
- Financial acumen and analysis skills to understand the impact of contract terms on future program costs and related financial arrangements.
- Specialized knowledge of contract law as it applies to both traditional and non-traditional contract management methods, negotiation techniques, contract termination and information technology.
Duties : The Contract Manager provides leadership and strategic oversight to ensure effective financial management, through approved schedules, contracts, and other funding agreements.
This position supports financial commitments that are result driven and ensures that reporting is completed, analyzed, shared, and presented for decision for final senior approvals.
- The Contract Manager is responsible for developing schedules that align with Service Purchase Agreements and with other funding agreements, including grants, contracts, and per diem funding;
- for funding accountability that promotes clarity on financial objectives and outcomes, including reporting by the funded organization;
and for setting government policy related to funding governance and accountability including liaising and problem solving with funded organizations, the Agency Accountability and Support Unit and the Child and Youth Services Division Comptroller and senior government officials, including the Assistant Deputy Minister, Deputy Minister and Minister levels.
