Job Description :
The Business Consultant (Performance Management) provides strategic technical and analytical advice to enhance the division's performance management capabilities in the development and sustainment of accurate, consistent, relevant and timely business information to support strategic planning, reporting requirements, decision support, public information and engagement.
Key Responsibilities :
- Implements detailed plans and recommends policies / procedures regarding program specific requirements.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Develops and facilitates training across the division to support the development of organizational performance and outcome measures.
- Prioritizes and oversees business intelligence program development integrating data that supports organizational performance management and outcome reporting.
- Develops and applies appropriate conceptual and analytical frameworks in project analysis and processes.
- Directly engages with and supports divisional leadership in the development and implementation of performance management systems consistent with PM best practices.
- Conducts systems mapping to inform organizational performance objectives.
- Provides recommendations that contribute to divisional / City initiatives and the effective use of human / fiscal / IT assets and services that will lead to service efficiencies and optimization of resources.
- Oversees projects on the execution and completion of assigned projects (i.e. defines purpose, objectives, project activities, milestones and deliverables, monitors work performance and tracks progress to ensure project goals and timelines are met).
- Supports senior management in the interpretation of performance / outcome data. Develops performance measures and provides input into the development of measures to support strategic objectives.
- Develops programs and queries and other data for organizational performance related issues. Oversees sensitive data and follows all privacy protocols regarding information storage and extraction.
- Responds to ad hoc information requests through sourcing and reporting the highest quality information possible in a timely manner.
- Develops service standards and performance measures using the request history to guide proactive development of new products and / or processes.
- Creates reports and consults with the Managers regarding data collection findings, results and recommendations.
- Maintains a data dictionary of all valid, tested and repeatable approved performance measures.
- Develops, implements and applies sound information management standards, procedures and tools to provide consistent, accurate, timely information.
- Liaises with information providers throughout the City and other service providers and municipalities to develop and share information and data definitions.
- Prepares and delivers presentations, performance measurement and benchmarking reports and data to staff, the public, external agencies, and community organizations.
Key Qualifications :

Post secondary education in a relevant discipline (e.g., business management, program evaluation, public health) or an equivalent combination of education, training, and experience.Experience leading Performance Management projects dealing with data collection, analysis, generating recommendations, implementation, and reporting.Experience working on projects using systems thinking approaches.Experience planning, setting priorities, and leading / coaching / motivating staff.Analytical and problem-solving skills; evaluating information, identifying and analyzing issues, and developing recommendations.Excellent time management and organizational skills, including the ability to prioritize multiple tasks, manage high-volume workflows, and manage numerous projects simultaneously.Interpersonal verbal written / presentation skills to effectively communicate with technical and business audiences and work with cross-functional teams.Additional Information :
