JOB SUMMARY

Quality Assurance and Standards oversees Capital Project delivery practices including the development and maintenance of City design and construction standards and guidelines, project and quality management processes;

development, implementation and reporting of project and construction quality assurance and engineering standards; and the Quality Management System.

You are responsible for the development, implementation and maintenance of the Construction Specifications and Standards and Design Guidelines for all construction within the City right-of-way.

You oversee the operations of the Standards Unit in project planning, design, development, implementation, coordination and evaluation.

You also act as a point of contact for developers, contractors and consultants for explanation and clarification of published standards and specifications and product / material and suppliers listings, and develop, implement and maintain the overall Contract Administration System.

You are responsible for providing geotechnical, environmental, and hydrogeological guidance and operational support to staff.

You provide training, advice and support to project managers and operational staff in all phases of project delivery, from initiation to design, tendering, construction, and closeout.

You use best practices and regulatory requirements in geotechnical, environmental and hydrogeological subsurface design and construction to assist with : scoping of design assignments;

evaluating best value investigation programs; reviewing investigation and design reports and constructability ensuring the City’s regulatory compliance (e.

g., Permits-To-Take Water, Excess Soils Regulation); conducting field visits; providing quality assurance reviews on construction materials;

resolving construction challenges; and providing claims support.

EDUCATION AND EXPERIENCE

Completion of university degree in Civil Engineering from a recognized university

Minimum of 8 years of professional experience in road and municipal design and construction standards, including project management with progressively increased responsibilities Proven leadership and supervisory experience required

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)

KNOWLEDGE

  • Engineering design and construction standards and principles related to road and sidewalks, drainage systems, structures, water distribution and sewer systems
  • Principles of project management
  • Technical report writing
  • Best practices in the construction industry and engineering design of municipal infrastructures
  • The Ontario Provincial Standard Specifications (OPSS), American Water Works Association (AWWA) Standard, the American Society of Testing and Materials (ASTM), the Canadian Standards Association (CSA) standards and testing procedures related to roadway construction materials; M.T.O.
  • Traffic Control Manual for Highway Works Operations
  • Process for developing Requests for Proposals, including acceptance, review and selection of consulting engineers
  • Computer applications pertaining to data base management, spreadsheet, and word processing in an engineering environment with emphasis in construction specifications and standards
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and city policies and procedures
