Halifax Regional Municipality is inviting applications for the permanent, full-time position of Manager, Business Solutions & Testing in Information Technology.

Reporting to the Director, Service Management & Operations, the Manager, Business Solutions & Testing is a seasoned and effective leader. This position is responsible for the day-to-day operational support and service lifecycle of software applications used by HRM business units across the organization. This role is responsible to lead a team of Application Administrators to ensure applications enable business process by being fit for use, available, stable, current, and secure.

The Manager, Business Solutions & Testing is responsible for driving application related strategy for HRM. This includes incident management, request fulfillment, change management, problem management, and release management ITIL processes. Procurement, contract and vendor management functions are a key focus, especially with more reliance on software-as-a-service and hosted solutions become prevalent in the market. Most importantly, customer service and delivering functional value to business units and Halifax residents through applications is embedded throughout.

QUALIFICATIONS

Education and Experience :

  • Post-secondary degree in Business or Computer Science, or related field.
  • At least eight years in information technology with a career path that demonstrates acquired expertise in IT operations leadership and applications management.
  • At least five years in a management role and experience in direct delivery and support of IT COTS and SaaS applications and software systems.
  • Business orientation, including broad experience in integrated enterprise-wide IT solutions in a multi departmental business environment and / or the public sector.
  • Experience in working with software vendors and managing contractual SLA obligations in the delivery of operational improvements covering both process changes and software implementation.

Technical / Job Specific Knowledge and Abilities :

  • Expert knowledge in Application Management technologies and best practices.
  • General understanding of system security and data privacy best practices.
  • Application Release Project Management.
  • Quality Assurance software testing processes.
  • System development lifecycle (SDLC) methodology.
  • Knowledgeable in new technology concepts to assess and promote the use of innovative technology to support business solutions for HRM.
  • Ability to produce complex plans and systematically break multi-dimensional problems into component parts using several analytical techniques to identify solutions.
  • Naturally seeks more effective ways to communicate, advocate and negotiate to meet the complex business requirements of HRM.
  • Expert written and oral communication skills. Expert proficiency with Microsoft PowerPoint and Excel.
  • Knowledge of public sector policies, procedures and key processes. (i.e., business planning, operating / capital budget, procurement).

    HOURS OF WORK : Monday to Friday, 8 : 30am-4 : 30pm; 35 hours per week

    SALARY : NU09 on the non-union salary scale; $102,970-$133,260. Salary to be commensurate with education and experience.

    WORK LOCATION :  13th Floor, Barrington Tower, Halifax
