Reporting to the Research Director for BC Renal and the Post-COVID Interdisciplinary Clinical Care Network (PC-ICCN), the Senior Operations Analyst participates in the strategic decision-making process of both programs, providing analysis, advice and recommendations.

In addition to the development of annual business plans and budgets, the Senior Operations Analyst provides financial leadership and operates at a strategic level monitoring, assessing, interpreting, highlighting and reporting on the fiscal performance of BC Renal and PC-ICCN infrastructure and research programs with respect to resource utilization, expenditure patterns, statistical and critical indicator data / information, and the meeting of the budgetary targets.

In consultation with BC Renal and PC-ICCN staff, the Senior Operations Analyst contributes financial expertise to the design, development and implementation of changes in programs and other services.

Responsibilities may include submissions to research institutions, funding agencies, contract negotiation and assistance with other change management initiatives in support of BC Renal and PC-ICCN’s vision, mission and strategic plans.

The Senior Operations Analyst is customer focused and interacts with the senior levels of the BC Renal and PC-ICCN. Reports, analyses, advice, and recommendations prepared by the Senior Operations Analyst are used by members of the BC Renal and PC-ICCN as well as funding agencies and the Ministry of Health to inform resource requirements for BC Renal and PC-ICCN.

Duties / Accountabilities :

  • Contributes financial expertise to the BC Renal and PC-ICCN by performing duties such as identifying financial and operational resource requirements to deliver the service;
  • completing research, identifying alternatives, and writing and providing recommendations; develops financial analysis and / or forecasts incorporating funding or costing methodologies;

participates in the negotiation of inter-health authority, vendor and / or third party partnership contracts and agreements, coordinating the financial aspects of implementation, and monitoring the outcome on the service(s).

Manages BC Renal and PC-ICCN period end and year-end financial reporting requirements including reallocations related to resource utilization and research grants.

Manages confidential analytical reports and briefings, analyzing deviations from the annual budget management plan and investigating causes, as required by PHSA and other external partners.

Prepares written variance analysis highlighting resource utilization, expenditure patterns, statistical and critical indicator data / information.

Ensures the financial statements are materially correct and fairly present the program’s operations in accordance with generally accepted accounting principles.

  • Responds to material changes in funding and / or expenditures during the fiscal year by performing duties such as reforecasting the annual budget for BC Renal and PC-ICCN and works in collaboration with the Business Planning team to identify and implement corrective action.
  • Provides leadership to staff through coaching, guiding, and modeling key behaviours / strategies, encouraging dialogue, and providing guidance and advice to facilitate resolutions to work issues.

Assists team members to define shared and individual goals, meet target dates and ensure alignment of team goals with client needs.

Fosters team spirit trust, and mutual respect. Recruits, hires, and supervises staff by identifying vacancies, interviewing applicants, and making hiring decisions;

investigating work and staff issues; and clarifying roles, outlining expectations, and evaluation individual and team performance in collaboration with appropriate internal Human Resources partners.

Identifies and / or develops best practice financial policies and procedures, communicating same to other members of the PC-ICCN and BC Renal Business Planning team.

Works in collaboration with PHSA Business Planning; identifies and implements improvements to operational and finance processes.

  • Works in collaboration with the Research Director for BC Renal and PC-ICCN senior staff to identify opportunities for increased operational and financial resource utilization and as required, conducts operational reviews, and business process improvement reviews.
  • Develops annual and multi-year operating budgets for BC Renal and PC-ICCN for inclusion in the annual Budget Management Plan.

Ensures that the financial impacts of operational decisions are appropriately reflected in the budgets and assists program leaders in setting short and long term financial objectives.

  • Represents BC Renal and PC-ICCN as the Finance Lead through participation on both external and internal committees.
  • Works in collaboration with both programs, assisting with the development and maintenance of data collection for information required by PHSA Business Planning.
  • Undertakes special projects, as required by the BC Renal and PC-ICCN Directors, to address program and / or PHSA issues.
  • Performs other related duties and ad hoc tasks as required.

Qualifications :

A level of education, training and experience equivalent to a professional accounting designation (CPA) or a Masters’ Degree in Business Administration or a related field of study plus a minimum of eight (8) years of recent related experience preferably in a health care environment or research institution.

Consideration will be given to recent related leadership and managerial experience, with an emphasis in business planning, financial planning, business process engineering and / or business case development.

Other key attributes include superior writing and presentation skills with experience in program and business case research and development, superior analytical skills including the ability to comprehend complex issues and related data / information and present information in concise meaningful ways, strong computer and financial application skills including demonstrated ability to productively use spreadsheet, word processing, presentation and database applications, customer focused with ability to facilitate and encourage co-operation between diverse operational groups and skill sets, excellent communication skills including the ability to negotiate and persuade others, excellent organizational skills including the ability to prioritize workload to meet deadlines, ability to work under pressure and multi-task without direct supervision, physical ability to perform the duties of the job.
