Service Locations and Travel

Services will generally be performed remotely. Proponents are advised that occasionally from time to time CDT will require some Services to be performed at Province facilities on-site. Such facilities may include the Province facility located at 4000 Seymour Place in Victoria, British Columbia or other sites within the Capital Regional District and may also include sites in other locations throughout British Columbia ( "CDT Designated Facilities ).

Description

The DevOps and Maintenance Lead has a key role in ensuring the resilience, performance, security and stability of CDT's digital solutions. This role combines technical expertise with strategic thinking to manage day-to-day operations, incidents and evolving business needs.

Competencies :

  • Experience with ITIL frameworks for incident, problem and change management.
  • Experience with DevOps practices and tools.
  • Experience ensuring security compliance and vulnerabilities management.
  • Experience with monitoring and performance optimization tools.
  • Oversee the app's technical development, ensuring the codebase is efficient, secure, and maintainable.
  • Collaborate with product managers and partners to define project scope, timelines, and milestones.
  • Guide and mentor the development team, promoting best practices and fostering a collaborative environment.
  • Coordinate testing and deployment efforts to ensure a seamless, user-friendly experience for end users.
  • Experience with the Ministries tools and technologies as identified in the RFP.
  • Experience leading teams of developers on strategic projects and technical and non-technical teams;
  • Experience supporting audits and disaster recovery / business continuity processes.
  • Ability to align operational priorities with business objectives.
  • Remains responsive and collaborative under pressure.
  • Appropriate industry-standard certifications (where applicable) for the Services defined in the RFP (e.g. Cisco, MCP, TOGAF, ITIL);
  • Working knowledge of information privacy protection and security fundamentals.
  • Experience and expertise in at least one of the following development platforms :
  • The .NET 4.7 framework including :
  • Visual Studio 2013 and related tools and utilities;
  • Programming in C#; .NET framework class library; NET Remoting;

Directory Services for Active Directory 2012; Data Access Application Block for Oracle; and Web services development.

  • The Java framework including :
  • Programming in Java version 1.8; Spring framework 4.x, 5.x; Spring security frameworks 3.x, 4.x, 5.x; HTML 4.x, 5.0; CSS 3.0; and JQuery 2.2.

  • Mobile application development on :
  • Android 6.0 and higher using Java, Android SDK 28;
  • iOS 10.0 and up using Swift.

  • Experience planning and managing the development and implementation of new and existing applications;
  • Effective working relationships with architects, testers and other project teams;
  • Experience working in a systems development lifecycle framework using Agile and Scrum;
  • Experience with supporting the development and implementation of new and existing applications by writing code to support software specifications, documenting technical work and developing technical reference materials;
  • Experience in a multi-developer environment;
  • Ability to define and estimate required technical activities, work assignments and priorities for the development team;
  • Ability to monitor technical and software development work activities and quality;
  • Ability to recommend and implement solutions to scheduling, logistical and / or operational problems for development activities;
  • Ability to establish and comply with development standards and ensure compliance by the development team;
  • Ensure compliance with architecture, business requirements, policies and standards;
  • Ensure development of procedures to facilitate data conversions, data backup and systems security;
  • Experience and expertise with data modeling, and implementing data models in Oracle;
  • Experience and expertise in the development of web applications, mobile apps, SOAP web services and RESTful APIs;
  • Experience developing SiteMinder-enabled web applications;
  • Experience developing applications with Oracle databases; and
  • Experience with SVN and Git version control systems.
